Six-month appointment of a service provider to conduct a comprehensive skills audit of employees in the national and provincial offices of the Department of Land Reform and Rural Development. Scope covers employee interviews, skills profiling, gap analysis, an HRD strategy and final reporting.
The Department of Land Reform and Rural Development (DLRRD) is seeking a service provider to conduct a comprehensive skills audit of its employees across national and provincial offices over a period of six months. The audit is an integral part of the Department's human resource planning and is required to meet the Executive Authority's obligations under Regulation 26(2)(a), (b) and (c) of the Public Service Regulations, 2016. The work must be aligned to the DPSA Skills Audit Framework and must produce evidence that can support the Department's workforce planning decisions.
The assignment is structured in phases. It begins with project initiation and mobilisation, including a first meeting with the client, a detailed project plan, milestones and a communication strategy for rolling out the audit to staff. A situational review follows, which includes an as-is analysis of supply and demand of skills within the Department, a scoping report setting out the methodology and steps to be followed, and training for key stakeholders before fieldwork begins. The main fieldwork phase involves individual interviews with employees, determining skills mismatches relative to qualifications and experience, compiling a skills profile for each employee, and linking skills requirements to those profiles. Findings are presented to Steering and EXCO committees, and branch-level reports are submitted per province and branch. The final phase requires a comprehensive Skills Audit Report identifying skills gaps and recommendations, a draft HRD Strategy that reflects supply and demand of skills and DPSA requirements, and electronic personal development plans for each employee. Final reports must be submitted in electronic form and in hard copy for executive management approval.
For the Department, the outcome will be a clearer evidence base for training priorities, succession planning and skills development investment across its workforce. Bidders should note that the evaluation uses an 80/20 preference point system, with 80 points for price and 20 points for specific goals covering HDI status, women, persons with disabilities, youth and locality, supported by the documentation the bid requires. Mandatory submissions include reference letters from past clients on letterhead confirming successful project completion, the SBD forms, a valid SARS Tax Compliance PIN or CSD number, and a pricing schedule with costs per phase inclusive of all expenses. Prices must remain firm for the six-month duration and offers must be valid for 120 days from the closing date of 13 November 2026 at 11:00. A compulsory briefing session was held on 29 October 2026 at the Tsitsikama (White House) venue, and technical enquiries may be directed to the Director: Organisational Development and Service Delivery Improvement.
Human resource consultancies, organisational development firms and training or competency assessment providers with proven experience in public sector skills audits or workforce capability studies. Suitable firms should be able to demonstrate experience with the DPSA Skills Audit Framework or Public Service Regulations, deliver large-scale employee interviews across national and provincial sites, and produce HRD strategies and electronic reporting. Businesses must be registered on the Central Supplier Database, be tax compliant, and must not have directors or members who are in the service of the state. Specific goal owners such as HDI-, female-, youth-, disability- or locally owned enterprises may benefit from the preference points, provided they can submit the required proof. Firms should be able to supply reference letters from previous clients confirming successful completion of comparable projects.
