Overview

Summary

SADPMR is seeking to appoint a panel of stationery service providers for its stationery and printing requirements. Bidders must meet mandatory requirements, be tax compliant, and accept the PFMA General Conditions of Contract. Closes 13 November 2026.

Detailed Description

The South African Diamond and Precious Metals Regulator (SADPMR) has issued Tender RFB 04-2026 to appoint a panel of stationery service providers. A panel arrangement means that several suppliers may be appointed to supply stationery and printing requirements over the contract period, rather than a single supplier being contracted. SADPMR reserves the right to award to one or more bidders, to award to a bidder that is not the lowest-priced or highest-scoring, and to procure goods outside the contract where contracted suppliers cannot match more competitive market prices. Bidders should therefore understand that appointment to the panel does not guarantee a fixed volume of business.

To be considered, bidders must submit all mandatory documents, declarations, schedules, and certificates required by the bid documentation, and their bids must comply with all mandatory specifications and terms. Prices must be fully inclusive of all costs necessary for proper performance, and bids remain valid for the period stated in the bid documents. Bidders must provide an original tax clearance certificate issued by SARS, since no award can be made to a non-tax-compliant bidder, and must not be listed on National Treasury's Register of Tender Defaulters or List of Restricted Suppliers. Where specified in the bid documents, signed reference letters from current or previous clients showing contract value, contract period, and sector are required. SADPMR supports broad-based black economic empowerment and will investigate suspected fronting. Bidders must also avoid conflicts of interest, must not canvass SADPMR officials, must consent to background and FICA verification checks, and must keep all bid information confidential. SADPMR may request presentations, demonstrations, or clarifications, and all enquiries must be submitted in writing to the designated contact person.

The bid is governed by the PFMA General Conditions of Contract (July 2010) and the SADPMR Special Conditions of Contract, where the Special Conditions prevail in the event of conflict. Key contract terms include payment within 30 days of a valid invoice, a warranty period of 12 months unless otherwise specified, and penalties for late delivery calculated at the prevailing prime interest rate. Where specified, a performance security must be furnished within 30 days of award. SADPMR may terminate for default or insolvency, and disputes are to be resolved through mediation before proceeding to South African courts. Continuation of any contract depends on the availability of funds. The extracted documents do not specify the item list, estimated value, contract duration, or delivery locations, so these details should be confirmed in the bid documentation (RFB 04-2026 Bid Documents) before submission. The tender is listed with draft status on eTenders, so prospective bidders should verify its current status on the portal.

Suitable Businesses

Stationery wholesalers, office supply distributors, and printing companies that can supply and deliver stationery and printing items to a government entity. Suitable applicants should be tax compliant, not listed on National Treasury's restricted or defaulters registers, and able to provide reference letters demonstrating similar public or private sector work. Businesses that qualify for B-BBEE preferences, including small and township enterprises, are encouraged to apply where they meet the criteria. Companies should confirm delivery requirements and item specifications in the bid documents before deciding to bid.
