Stationery and Office Supplies

Umsobomvu Local Municipality, based in Colesberg in the Northern Cape, is seeking a supplier for the supply and delivery of stationery and office consumables under bid number UMS/FIN/STA/09/2026 (re-advert). This is a quotation-based procurement in which the municipality requires one service provider to supply all listed items. The bill of quantities covers 53 line items, including A4 paper, sticky notes, staplers, ballpoint and permanent markers, highlighters, packaging tape, glue, scissors, batteries, lever arch files, archive boxes, envelopes, laminating pouches, date stamps, and office equipment such as a 12-digit calculator, a laminating machine, a 4800 lumen projector and thermal till rolls. Bidders must quote on all items in the pricing schedule, and no additional fees beyond those listed will be accepted. Prices must be firm, inclusive of 15% VAT, and valid for 90 days after the closing date. Items must be SABS approved where applicable, and the municipality may request a change in quantities, with the successful bidder given the option to accept or decline revised volumes.

To be considered, bidders must submit a formal quotation on company letterhead together with the completed quotation document, signed and stamped, and the completed pricing schedule. Mandatory supporting documents include a valid original Tax Compliance Status PIN or certificate, proof of valid Central Supplier Database (CSD) registration, a copy of CIPC company registration, certified identity documents for directors or shareholders, a B-BBEE certificate or sworn affidavit, a declaration that municipal accounts are not in arrears for more than three months (or a valid lease agreement or tribal authority letter, where applicable), and the standard MBD forms (MBD 1, 4, 6.1, 8, 9, and the Authority of Signatory and Contract Form). Bids submitted by persons in the service of the state are not accepted. Bids must be placed in the tender box at 21A Church Street, Colesberg, by 12:00 on 29 October 2026. Evaluation is based on an 80/20 preference point system, with 80 points for price and 20 points for specific goals. The specific goals are locality (an enterprise within the Northern Cape, 10 points) and companies that are 100% owned by youth (10 points), supported by a company registration document and certified ID copies. The municipality is not obliged to accept the lowest bid. Successful bidders must confirm delivery capacity in writing within 24 hours of receiving an order, and penalties apply for late delivery under the General Conditions of Contract. Contracts may be extended by up to 15% based on performance. The award is also subject to the municipality's Supply Chain Management Policy, and the municipality may request a Service Level Agreement in addition to the signed bid documents.
