Johannesburg Water requires a registered service provider to collect, transport and safely dispose of sanitary waste from 15 workplace toilets, bi-weekly for six months. Bidders need hazardous waste transport authorisation, and quotes must be VAT-inclusive and submitted by 12 November 2026.
Johannesburg Water SOC Ltd, a municipal entity of the City of Johannesburg, has issued a Request for Quotation (RFQ) reference RFQJW00101SM2026 for the collection, servicing and disposal of sanitary waste generated in workplace restroom facilities. The service must be hygienic, safe and environmentally compliant, and must meet all applicable occupational health and safety legislation and environmental regulations. The contract covers fifteen toilets, with collections taking place bi-weekly over a period of six months.
The successful service provider must hold valid transport and disposal credentials for hazardous and healthcare risk waste. Bidders must submit with their quotation: a transporter certificate of registration with the Gauteng Department of Health's waste management system (GDE/GWIS) classifying the transporter as hazardous; a transport authorisation from the GDE for health care risk waste transport; a transport permit from the City of Johannesburg; and a signed agreement with a licensed waste facility. A safe disposal certificate must be provided after each disposal. Quotes must be on company letterhead and submitted as PDF files through the National eTender Portal. Only firm prices are accepted, and the total quotation must include all applicable taxes, failing which the bid will be disqualified. Quotations remain valid for 60 days from the closing date.
Evaluation follows the 80/20 preference point system, with 80 points allocated to price and 20 points to specific goals under the Preferential Procurement Policy Framework Act and Regulations 2022. Compulsory returnable documents include a valid tax clearance certificate or SARS PIN, a valid B-BBEE certificate or compliant sworn affidavit, the MBD 4, 6.1, 8 and 9 forms, proof of Central Supplier Database (CSD) registration, municipal rates and tax compliance, and company registration documents with director identity copies. Bids will not be considered from persons in the service of the state or from bidders blacklisted by National Treasury. Each bidder must also attend any compulsory site briefing where applicable. Johannesburg Water's Supply Chain Management Policy governs acceptance of quotations. Closing is 12 November 2026 at 16:00.
Businesses best suited to this tender are licensed waste management companies that hold GDE hazardous or healthcare risk waste transporter registration, a City of Johannesburg transport permit, and an agreement with a licensed waste disposal facility. Bidders should be CSD-registered, tax compliant, and able to provide a valid B-BBEE certificate or affidavit, which is important because 20 of the 100 evaluation points relate to specific goals. Small and medium enterprises and black-owned businesses may benefit from the preference points. Facility management, hygiene services and janitorial companies should only apply if they hold or partner with the required hazardous waste transport and disposal authorisations.
