Regulatory Impact Assessment for Energy Efficiency Standards

The South African National Energy Development Institute (SANEDI) is inviting proposals for an Ex-post Regulatory Impact Assessment (RIA) of the VC9008 regulations, which govern energy efficiency and labelling for household refrigerators, combination fridge-freezers, and freezers. This assessment will evaluate the effectiveness and efficiency of the regulations from 2020 to 2025, including the impact on energy savings, greenhouse gas emissions, and market transformation. The appointed service provider will be responsible for data collection, stakeholder engagement, and comprehensive analysis of the regulatory impacts.

The scope of work includes conducting an inception phase to establish project methodology, followed by data collection involving quantitative and qualitative analysis of appliance sales, performance, and compliance data. Stakeholder consultations will be essential, engaging manufacturers, retailers, and consumers to gather insights on market trends and regulatory challenges. The final deliverables will include detailed reports with findings, recommendations, and presentations to SANEDI and stakeholders, aimed at informing future regulatory improvements and policy refinements.
