Air Conditioning Installation and Maintenance NEW

The South African Maritime Safety Authority (SAMSA) is inviting suitably qualified and experienced service providers to submit quotations for a combined air conditioning installation and maintenance contract at its Mossel Bay office, located at Room 109, Plaza Aquada, Marsh Street. The contract has three components: a once-off removal of two existing air conditioning units, the supply and installation of three new Samsung units (two replacements of 9,000 BTU and 24,000 BTU and one additional 9,000 BTU unit), and quarterly preventative servicing and maintenance of eight air conditioning units over a 36-month period. All labour, materials, testing and commissioning must be included in the quoted price.

The quarterly service scope is detailed and includes cleaning of indoor and outdoor units and evaporator and condenser coils, inspection and cleaning of condensate drains, checking electrical connections and wiring, testing thermostats and controls, checking refrigerant pressures and gas levels, inspecting compressors and fan motors, lubricating moving parts, verifying mounting brackets, and testing overall performance and noise or vibration. Any defective components identified during servicing must be reported to SAMSA with a separate quotation, and no repairs or parts replacement may proceed without SAMSA's prior written approval. Replacement parts must be new, genuine and compatible, carry a warranty, and be subject to a maximum supplier mark-up of 25% above market value. The service provider must respond to emergency callouts within 24 hours, comply with occupational health and safety requirements, and dispose of waste responsibly. Call-out fees and hourly technician rates are provisioned as estimates on an as-and-when-required basis and do not constitute a commitment by SAMSA.

Bidders must submit a valid Letter of Good Standing from the Department of Employment and Labour under COIDA, as failure to do so results in automatic disqualification. At least one technician assigned to the site must be appropriately qualified and registered with a relevant body such as SAQCC Gas or MERSETA, and bidders must provide that technician's CV, trade qualifications and proof of registration. The named technician cannot be substituted without SAMSA's written approval. A compulsory briefing session takes place on 30 October 2026 at 11:00, the closing date is 9 November 2026 at 11:00, and quotations must be emailed to rfqresponses@samsa.org.za with the RFQ number in the subject line. Prices must be valid for at least 60 days after closing and include VAT. Standard tax compliance, CSD, B-BBEE and preference point documentation also apply, and locality points are available to suppliers within the Western Cape. Bidders should verify unit counts against the full specification, as the document contains some minor inconsistencies in the number of units referenced.
