Eskom seeks a contractor to design, supply, install, commission and integrate CO gas monitors for the coal bunkers of Units 1 to 6 at Kriel Power Station, with interfaces to the existing SPPA-T3000 DCS and WinCC SCADA. Bidders must hold OEM (Endress+Hauser) installation certification and a Master Installation Electrician. Closes 13 November 2026.
Eskom Holdings SOC Ltd, through its Kriel Power Station, is inviting tenders for the design, supply, installation, integration, testing, commissioning and handover of a Carbon Monoxide (CO) gas monitoring system for the coal bunkers of Units 1 to 6. The works are procured under the NEC3 Engineering and Construction Contract (ECC), Option A (priced contract with activity schedule), with a completion date stated in the Contract Data as 31 July 2027. The scope includes detailed design for all six units, supply of approximately 30 VICOTEC412 CO gas analysers, Siemens S7 PLC I/O cards, junction boxes (minimum IP66, Zone 22 compliant), fibre optic infrastructure, marshalling panels, and alarm sirens and visual warning lights.
The contractor will be responsible for integrating the monitoring system into Kriel's existing control environment, specifically the SPPA-T3000 Distributed Control System and the WinCC SCADA system. Required activities include interface engineering, control logic and alarm philosophy development, HMI displays, loop checks, Factory and Site Acceptance Testing, cold and hot commissioning, calibration, as-built drawings, operation and maintenance manuals, and training for Eskom personnel. Installation must comply with SANS, IEC and Eskom standards, and works must be coordinated around the station's outage planning, as Kriel is a National Key Point operating under strict access, safety and environmental controls (ISO 14001).
Tender evaluation is based on a 70% functionality threshold, with price and specific goals scored on an 80/20 preference point system. Mandatory requirements include OEM installation and commissioning authorisation for the CO gas monitors from Endress+Hauser, a Master Installation Electrician registered with the Department of Employment and Labour (as the installation is in a hazardous location), and recognised training certificates in Siemens S7, WinCC or SPPA-T3000. Tenderers must also demonstrate Contract Skills Development Goals and Contract Participation requirements as applicable, hold a CIDB grading of 7EP or higher, provide a Contract Quality Plan, method statements, and a compliant Environmental Management Plan, and submit proof of CSD registration. Local-to-site subcontracting and recruitment from the Kriel and Matla feeder areas are encouraged.
The contract provides for delay damages of R10 000 per day (capped at 10% of contract value), 10% retention, and payment within 30 days for contracts under R50 million. Note that the tender title refers to a three-month period, while the Contract Data and Works Information reference a 10-month contract period. Prospective bidders should confirm the intended duration with the Eskom Representative before pricing. A compulsory clarification meeting is scheduled for 2 November 2026 and a compulsory site visit for 3 November 2026. Submissions close on 13 November 2026 at 10:00 via the Eskom E-tendering portal, and tender validity is stated as 90 days in the ITT (12 weeks in the Tender Data), so bidders should verify this discrepancy as well.
Specialist industrial control and instrumentation contractors with experience on Eskom power stations, particularly those with Siemens S7, WinCC and SPPA-T3000 expertise and hazardous-location electrical installation capability. Businesses must hold CIDB grading 7EP or higher, an OEM (Endress+Hauser) installation authorisation, and access to a registered Master Installation Electrician, either employed or under an SLA. Qualifying Small and Medium Enterprises and Exempted Micro Enterprises with at least 51% black ownership may be suitable as subcontractors to a main contractor, and local-to-site firms from the Kriel and Matla areas are encouraged to apply. Companies without these certifications or without recent Eskom or power-station C&I experience are unlikely to meet the 70% functionality threshold.
