The City of Cape Town (CCT) is inviting tenders for the provision of support and maintenance services for its Hitachi Network Manager Advanced Distribution Management System (ADMS), which is used to operate and monitor the city's electricity distribution network. The aim is to ensure efficient system operation, maintain system availability, and keep the platform current through a structured support and maintenance arrangement. The scope is split into maintenance and support services. Support services include a designated representative to manage incident resolution, monthly coordination meetings and reporting, access to an incident management system, access to qualified Technical Support Staff during agreed hours, error tracing and development of corrections for customer-engineered data, maintaining a representative reference system for testing, and advice on ADMS data engineering best practice. Optional online technical training may also be ordered. Incident response times range from under 2 hours for critical system-inaccessible faults (C4) to under 24 hours for minor errors (C1). Penalties of ZAR 5,000 per hour of non-performance apply against the defined service levels.
Pricing is structured in three sections (A, B and C) that offer different combinations of annual maintenance fees, pooled support hours, and hourly rates across weekday, extended, weekend and 24/7 coverage, with optional hour bundles in Section D. The tender is evaluated on an 80/20 price and preference basis. Responsive tenderers must be Hitachi Energy-accredited, have successfully supported similar systems for at least three years, have delivered at least two distinct Hitachi Network Manager ADMS deployments, and provide key personnel including technical support staff with at least three years' ADMS experience and system experts with at least five years' experience certified by Hitachi Energy.
