Five-year non-exclusive panel for deal origination partners to source, qualify and develop South African export and investment transactions that need export credit or political risk insurance. Commission is milestone-based and payable only on final contracts; no work is guaranteed. Closes 17 November 2026.
The State-owned export credit insurer is establishing a non-exclusive panel of Deal Origination Partners for a period of five years, subject to annual performance review. The panel will identify, qualify, develop and advance commercially viable transactions that can increase South African exports and investment. Appointed partners will be expected to build a visible pipeline of opportunities, match credible African and other eligible buyers and sponsors with South African exporters, EPC contractors, service providers, banks and Development Financial Institutions, and prepare decision-ready opportunity packs. Core activities include market mapping and origination strategy, opportunity identification and qualification, consortium building and capital mobilisation, transaction progression support, and market intelligence. Panellists may also be asked to provide insurance-related services such as sourcing insurance business from vetted exporters and project owners, assisting with applications and documentation, negotiating premiums and terms, reviewing cover and exposures, supporting renewals and claims processes, and arranging meetings between insured parties and the insurer. Work is allocated on a competitive request-for-quotation basis, so appointment does not guarantee any assignment, exclusivity or payment.
Bidders may be juristic or natural persons and may tender for one or more origination categories, including corporate finance boutiques, project developers, private equity and infrastructure funds, commercial banks, DFIs, EPC and technical advisers, export councils and industry associations, trade promotion agencies, Africa market-intelligence providers, SME aggregators, commodity traders and supply-chain integrators, legal and accounting advisers, and insurance or credit-risk brokers. Consortia are permitted where they add real geographic, sector or transaction capability, provided the lead member remains accountable and all members and subcontractors are disclosed. Evaluation proceeds in three phases: compliance, a functional desktop evaluation scored out of 100 with a minimum threshold of 75 points, and objective criteria checks relating to politically exposed persons and integrity. Scored criteria include a demonstrable record of closed origination and transactions (with the number and value of deals), at least three contactable client or financing references for comparable cross-border transactions, POPIA-aligned information handling and cyber controls, and B-BBEE contributor status with transformation plans, where relevant.
Mandatory requirements include valid Central Supplier Database registration, a tax compliance PIN or equivalent, and signed SBD 1 and SBD 4 declarations of interest. Each opportunity submitted must include clear project identity, counterparties, ECIC relevance, South African benefit, commercial case, readiness status, risk snapshot, evidence of buyer or sponsor interest, origination claim and a 90-day action plan. Submissions must be emailed in PDF format by 11:00 on 17 November 2026, with questions due by 3 November 2026. Commission is negotiated under the buyer's guidelines and is payable only in line with the final contract and verified milestones. The panel offers a long-term relationship with a state institution and a route to repeat cross-border mandates, but bidders should note the strict conflict-of-interest, integrity and due diligence requirements, including the right to conduct site visits and verify claims.
Best suited to established corporate finance boutiques, private equity and M&A origination firms, infrastructure developers, DFI and development advisory platforms, export councils, trade promotion bodies, Africa market-intelligence providers, SME export aggregators, and insurance or credit-risk brokers with a proven record of closing cross-border transactions and access to buyers, sponsors or lenders. Engineering and EPC advisers, legal and accounting firms with ring-fenced origination teams, and consortia that combine complementary geographic or sector capabilities may also be competitive. Businesses must be CSD-registered, tax compliant, able to provide at least three contactable references, and willing to accept milestone-based fees with no guaranteed work. Early-stage firms without a documented transaction history are unlikely to meet the 75-point functional threshold.
