Summary

Supply, delivery, installation, testing, commissioning and handover of smart energy meters with associated CT/VT wiring, enclosures and Certificates of Compliance for Eskom's National Transmission Company (NTCSA). Project duration is six months; CIDB grading 2EB or higher and proven metering experience are required.

Detailed Description

National Transmission Company South Africa SOC Ltd (NTCSA), part of the Eskom group, has invited tenders for the procurement, delivery, off-loading, installation, testing, commissioning and handover of smart meters to the standards and specifications set out in the scope of work. The contract is an Engineering and Construction works contract under the NEC3 Engineering and Construction Short Contract, with an estimated duration of six months. The Bill of Quantities covers preliminaries (health and safety, safety officer, site transport, on-site LDV and accommodation) and electrical works, including Schneider PM5310 or approved equivalent multifunction energy meters (17 units), CT transformer sets (400/5A and 200/5A), CT shorting blocks, 3-phase 5A C-curve MCBs for voltage circuit protection, surface-mounted meter enclosures, DIN rails, copper cabling (16mm², 2.5mm², 1.5mm² four-core and single-core), earth conductors, glands, labelling, and Electrical Certificates of Compliance for each completed installation.

Mandatory technical requirements include registration of the company with the Department of Employment and Labour as an Electrical Contractor under Electrical Installation Regulation 6, with the registered person being a full-time employee or owner. Tenderers must have completed at least one energy meter installation, configuration, testing and commissioning project within the past seven years, supported by verifiable references, and must provide data sheets for the offered meter. Alternative meter models are permitted only with a clause-by-clause technical compliance schedule. Functionality is scored on comprehension of scope (20%, including a method statement), experience and key resources (60%, including project organogram, previous projects, a registered person and at least two qualified artisans with N4 and five years' experience, Operator Rules for Low Voltage Systems (ORLVS) training), and project planning and quality control (20%, including a draft schedule and inspection and test plans). A minimum functionality score of 70% is required. Price is evaluated out of 80 points and specific goals out of 20 under the 80/20 preference system, which applies to requirements up to R50 million.

The tender carries a designated sector local content threshold of 90% for cables, requiring SBD 6.2 and Annexure C declarations. Other mandatory submissions include CSD registration, B-BBEE status documentation, COIDA good standing, tax compliance, Integrity and SBD 4 declarations, and a Supplier Non-Disclosure Agreement. Electronic submission via the NTCSA Tender Bulletin on the Eskom e-tendering portal is required by 10:00 on 27 November 2026, with a 90-day tender validity period (the ITT also references 12 weeks, so bidders should confirm this). The opportunity offers established Eskom-group work for suitably qualified electrical contractors and supports growth in smart metering infrastructure. Bidders should verify all requirements against the full tender pack, as the documents contain some internal inconsistencies, including differing validity periods and mixed references to tender numbers.

Suitable Businesses

Registered electrical contractors with a CIDB grading of 2EB or higher, able to demonstrate at least one completed energy meter installation project within the past seven years, and with a registered person (Installation or Master Installation Electrician) and at least two qualified electrical artisans (N4, five years' experience, ORLVS trained). Suited to established electrical and metering contractors with high-voltage/low-voltage metering experience, the capacity to supply compliant meters and CT equipment, and local content capability of 90% for cables. Small or emerging firms may partner through a joint venture or subcontract, provided the joint venture meets all joint and several liability and single-bank-account requirements, and subcontracting does not exceed what is permitted under the tender.
