Transnet Port Terminals (TPT), a division of Transnet SOC Ltd, is seeking a service provider to supply two industrial road sweeper vehicles on a two-month service lease agreement, inclusive of full maintenance. The equipment is required at the Dry Bulk Terminal in the Port of Richards Bay, KwaZulu-Natal, to vacuum-clean ground and stockpile areas as a dust suppression measure. Cargo dust creates health hazards for employees, reduces visibility and raises environmental compliance risks, so reliable, continuous sweeping capacity is critical to operations. The equipment must be used across every operational shift, covering a standard 8-hour weekday/public holiday roster and a 12-hour day shift on weekends and Sundays, with one operator per machine per shift and one supervisor covering all shifts.
Technical requirements are demanding. Equipment must be diesel-powered, roadworthy and compliant with applicable standards for cargo-carrying material handling equipment, with a functional and calibrated fuel gauge. Machines must use mechanical side and central brushes with vacuum suction, a minimum 6.2 m³ container capacity, a 99 m² filtering surface and a sweeping width of up to 3,500 mm with the third brush. Transnet will supply fuel and water for dust suppression and equipment cleaning, as well as welfare facilities, induction, and parking and minor maintenance space. The service provider bears responsibility for maintenance, qualified drivers and skilled maintenance teams, and must provide a replacement machine if one is fully booked for maintenance, if a breakdown exceeds two hours without resolution, or if a unit suffers more than three major breakdowns. Repeated non-conformance (more than three similar issues) may lead to contract cancellation and withholding of payments.
Successful bidders must comply with TPT Health, Safety and Environment specifications (SHEQ PRO 021), submit a safety file within five working days of the purchase order (with two days' grace for correction), and ensure operators hold current medical certificates. Compliance extends to the Occupational Health and Safety Act, National Ports Act, National Road Traffic Act, BBBEE codes and ISO 9001/14001 standards, among others. Bids must follow the prescribed pricing schedule exactly, as deviations result in non-responsive bids.
