Procurement of 20 PSIRA-compliant protection officers (15 male, 5 female) and two-way radio communication equipment to maintain safety, security and order during City Council, Special and Continuation sittings. Bidders must provide crowd control certification, a Grade C PSIRA minimum, 3+ years' experience, and company transport.
The City of Tshwane's Office of the Speaker is seeking a qualified security service provider to supply Protection Officers, also known as Council Orderlies, for Ordinary, Special and Continuation Council meetings held within the City of Tshwane. The appointed contractor will supply 20 trained personnel, consisting of 15 male and 5 female officers, together with the required operational equipment, including two-way radios and communication devices. The service is intended to maintain safety, security and order during Council proceedings, protect councillors, officials, visitors and municipal assets, and support the lawful removal of disorderly persons on the Speaker's instruction in line with the City's Rules and Orders By-law, 2012.
The scope of work includes deploying officers at designated access control points in the Council Chamber and public gallery, performing crowd management, conflict de-escalation and access control, responding to disorder and security threats, and submitting written incident reports. Personnel must be PSIRA-compliant, uniformed to a prescribed standard, medically fit, South African citizens, proficient in English and at least one other official South African language, and holders of recognised crowd control management certification. Each deployment requires a competent on-site supervisor or team leader, and officers must be available on an as-and-when-required basis, including evenings, weekends and public holidays. Bidders must also provide a SAPS Police Clearance Certificate not older than six months, a valid PSIRA certificate, a Letter of Good Standing, COIDA registration, three reference letters from comparable clients, and evidence of access to at least R300,000 in financial facilities. The contractor must replace absent officers at no additional cost to the City.
The contract offers a recurring, structured opportunity for a security provider with the capacity to manage a disciplined, multi-person team in a high-profile public governance environment. Evaluation follows three stages: administrative compliance, mandatory requirements, and the 80/20 preference point system, with 80 points for price and 20 points for specific goals such as B-BBEE status, ownership by women, persons with disabilities or youth, and local economic participation. Mandatory compliance, including tax and municipal account status and a valid CSD registration, is strictly enforced, and non-compliant bids will be disqualified. The City reserves the right to adjust quantities subject to budget availability.
PSIRA-registered security companies with at least three years of crowd control experience, existing CSD registration, valid tax compliance and municipal account status, and the capacity to supply a 20-person team (15 male, 5 female) with supervisors, two-way radios, and company transport. Businesses with B-BBEE, youth, women, or disability ownership may benefit from specific goal points. Companies unable to meet the mandatory documentation, including the signed MBD forms, audited financials (where applicable), and the compulsory briefing attendance, should not apply.
