Appointment of a service provider to integrate the Phoenix ERP general ledger and trial balance with an mSCOA GRAP-compliant Caseware accounting system for a Northern Cape municipality. The provider must own mSCOA-compliant software, show Caseware support, and submit an implementation plan. Closes 10 November 2026.
The Kareeberg Municipality in the Northern Cape has issued a request for formal written price quotations (RFQ 13-2027) for the appointment of a qualified service provider to achieve a seamless integration between its Phoenix ERP general ledger and trial balance and an mSCOA GRAP-compliant Caseware accounting system. The work supports the Municipal Finance Management Act, 2003 (MFMA), which requires sound financial management, accountability, and the safeguarding of assets and liabilities in the public sector. The Municipality needs to produce GRAP-compliant monthly, quarterly, bi-annual, interim, and annual financial statements, and the mSCOA (Municipal Standard Chart of Accounts) framework must be applied consistently across the financial systems.
The service provider must own the mSCOA GRAP-compliant software being offered and must provide evidence that the system is aligned with or approved by National Treasury. Bidders must also supply evidence of system support for the Caseware software and a detailed programme showing how the integration will be implemented, from data mapping and configuration through to testing and handover. Bids must be submitted on the official bid forms, in accordance with the prescribed schedules, and must include a detailed pricing schedule with a full cost breakdown. Mandatory supporting documents include a Central Supplier Database (CSD) registration, a valid tax clearance (MBD 2), declaration of interest (MBD 4), preference points claim form (MBD 6.1) with a certified B-BBEE certificate or affidavit, declarations of past supply chain practices (MBD 8) and independent bid determination (MBD 9), a certificate of payment of municipal accounts (MBD 10), audited financial statements, a list of current clients, a signed board resolution authorising the signatory, and an original bank confirmation letter. No briefing session will take place.
Quotations will be evaluated on the 80/20 preference point system, with 80 points for price and 20 points for preference, made up of B-BBEE status level (up to 10 points) and locality (up to 10 points: 7 points for businesses within the Kareeberg Municipal area and 3 points for businesses within the Northern Cape). The Municipality does not bind itself to accept the lowest or any quotation. Bids close on 10 November 2026 at 12:00 and must be delivered in a sealed envelope to the tender box at 10 Hanua Street, Carnarvon, or submitted to the email address stated in the bid documents. Because the source documents contain some inconsistent details, including differing postal codes and email addresses, prospective bidders should verify submission details with the Municipality's Supply Chain Management office before submitting.
This tender suits businesses with proven experience in mSCOA-compliant municipal financial systems, GRAP reporting, and ERP-to-Caseware integration. Applicants should own or be authorised to supply mSCOA GRAP-compliant software, be able to show National Treasury alignment or approval, and be able to demonstrate Caseware support capability. Local firms within the Kareeberg Municipal area or the Northern Cape will gain locality points, and firms with a strong B-BBEE rating will score higher. Businesses must be registered on the CSD, have a valid tax clearance, and be prepared to provide audited financial statements and bank confirmations. Persons in the service of the state are excluded from bidding. Small firms with the relevant technical expertise may also benefit from the locality and B-BBEE preferences, but must meet all mandatory compliance requirements.
