Supply and delivery of human allograft tissues, including bone grafts, tendons, cartilage, fascia, skin and corneas, to Western Cape Department of Health facilities over three years. Bidders must hold a valid SAHPRA licence, have tissue bank accreditation, and be registered on the CSD.
The Western Cape Government Department of Health and Wellness is inviting bids for the supply and delivery of human allograft tissues to institutions under its control for a three-year period (Bid WCGHCC0072/2026). The tender covers a broad range of donor-derived tissue products used in clinical procedures. These include periodontal and maxillofacial grafts (demineralised and cancellous bone matrices, cortical plates, orbital floor grafts); cross-linked collagen bone products; spinal grafts (tri-cortical discs, cancellous dowels, cervical and spinal cage blocks); orthopaedic grafts (cancellous chips, femoral and humeral shafts, tibial and fibular sections, talus and calcaneal grafts); soft tissue allografts (Achilles, patellar, quadriceps, peroneus longus, tibialis and semitendinosus tendons, fascia lata, cadaver skin, and menisci); supercritical CO2-sterilised tendons; and human donor corneas and sclera. Quantities are estimates only and are not guaranteed, and institutions are not bound to minimum order quantities. Products must be delivered within 21 days to approximately 50 hospitals and facilities listed in Annexure A, including Karl Bremer, Groote Schuur, Tygerberg, Paarl, George and Worcester hospitals, with delivery costs included in the bid price.
The evaluation is conducted in three phases. Phase 1 is a pass/fail check of mandatory requirements, and failure to meet any of them invalidates the bid. These include a valid SAHPRA licence as a manufacturer, distributor or wholesaler of medical devices and IVDs (an acknowledgement letter or proof of application is not accepted), CSD registration at the time of closing, and, for non-manufacturers, a manufacturer supply agreement or distribution letter. Bidders must also supply illustrative brochures for each product and answer a proposal questionnaire covering tissue bank accreditation and location, who processes the products and how, whether products are locally available or imported, and compliance with the National Health Act. Phase 2 assesses product compliance with specifications and clinical acceptability, with the Department reserving the right to request clinical evidence and conduct site visits. Phase 3 applies the 80/20 preference point system (price and B-BBEE status) for contracts valued up to R50 million. Subcontracting is not permitted. Prices must be quoted in ZAR, inclusive of VAT and delivery, and bids must remain valid for 120 days from closing. Random quality compliance sampling will take place throughout the contract, and non-conforming products may be rejected.
The bid is valuable for accredited tissue banks and licensed suppliers that can provide a consistent, traceable supply of safe, clinically acceptable allograft products to public hospitals across the Western Cape over a multi-year horizon. Bids must be submitted by hard copy at the bid box in the foyer of the M9 Building, Karl Bremer Hospital, Bellville, by 11:00 on 4 December 2026, with a soft copy on USB and pricing in MS Excel. Bidders should note that some pages of the bid document refer to an earlier date of 19 October 2026, so they should confirm the closing date and any clarifications with the contact officials (Mariam Kozain, 021 834 9026) before the query deadline of 13 November 2026. If imported content exceeds the National Industrial Participation threshold, additional NIP reporting and obligations will apply.
This tender is suited to licensed medical device suppliers and accredited human tissue banks, including manufacturers of allograft products, authorised distributors holding manufacturer supply agreements or distribution letters, and importers with valid SAHPRA licences. Bidders must be able to meet strict regulatory, traceability and clinical acceptability requirements, provide product brochures and processing details, and deliver to multiple hospitals within 21 days. Businesses without SAHPRA licensing, tissue bank accreditation or CSD registration should not apply. General medical consumable suppliers without allograft expertise are unlikely to qualify.
