Detailed Description

The Department of Transport, KwaZulu-Natal, has invited tenders for the construction of two 1.2m diameter concrete pipe culverts on Main Road P356-2 (R602) at KM 5+680, in the Endumeni Local Municipality within the uMzinyathi District. The project is managed by the Ladysmith Regional Office and the Dundee Area Office, and forms part of the Department's maintenance programme. The contract has an estimated duration of four months and is procured as a re-measurement contract under the General Conditions of Contract for Construction Works (GCC 2015) and the COTO Standard Specifications for Road and Bridge Works (Draft Standard, October 2020).

The scope extends beyond the culverts alone. The Bill of Quantities covers site establishment, accommodation of traffic (including temporary deviations, traffic control, and signage), clearing and grubbing, excavation, backfilling, and supply of concrete pipes on Class C bedding. It also includes drainage works such as kerbing, channelling, chutes and gabion linings, as well as pavement layers, chemical stabilisation, prime coat, asphalt surfacing, guardrails, fencing, road signs, road markings, and testing. The Bill of Quantities includes construction equipment and daywork rates, provisional sums for materials and traffic accommodation, and a defects liability period of zero months. Latent defects are covered for 10 years. The contract requires a fixed performance guarantee of 8% of the first R1 million plus 3.5% of the balance, with no retention. Project specifications require labour-enhanced construction methods where feasible, and the contractor must participate in the local Project Liaison Committee.

Mandatory requirements include CIDB registration at Grade 4CE or higher (joint ventures are permitted), active Central Supplier Database registration, and a compulsory clarification meeting on 13 November 2026 at 10:00 at the Ladysmith Regional Office. Tenderers must submit both electronic (USB) and hard copies by 11:00 on 10 December 2026 at the Head Office, 172 Burger Street, Pietermaritzburg. Late or incorrectly submitted tenders will not be accepted. Tenders are evaluated on administrative compliance, price (80 points), and preference points for specific goals (20 points), which include black ownership, youth, women, and disability participation, as well as location within the district municipality. The contract also requires a minimum local labour content of 4.80% of Subtotal 1, with EPWP job creation targets of 60% women, 55% youth, and 2% persons with disabilities. Tenders remain valid for 24 weeks after closing. The tender documents are available free of charge from the KZN Department of Transport and eTenders websites. Note that the document extract reviewed does not state the total contract value, which will need to be confirmed from the full Bill of Quantities or the Department directly.

Suitable Businesses

Civil and road construction contractors registered with the CIDB at Grade 4CE or higher, with experience in culverts, drainage, and road upgrade or maintenance works, and with a current CSD registration and tax compliance status. Businesses must be able to supply qualified supervisory staff (including a Foreman/Supervisor and Construction Manager with NQF Level 5 labour-intensive construction qualifications) and to meet the local labour and EPWP requirements. Joint ventures with eligible members are permitted. Local contractors in the uMzinyathi District or Endumeni area may benefit from the location-based preference points and from subcontracting opportunities. Qualifying Exempted Micro Enterprises (EMEs) and Qualifying Small Enterprises (QSEs), particularly those based in the district, may find subcontracting opportunities through the Small Contractor Development requirements, and labour-based contractors or community-based suppliers may find opportunities supplying local labour. Businesses must attend the compulsory clarification meeting in Ladysmith on 13 November 2026.
