Tender Document Checklist: Everything You Need Before You Submit

A practical checklist of the documents South African government tenders require — CSD registration, tax pin, BBBEE proof, SBD forms and more.

Why a Checklist Matters

Most losing bids do not lose on price or quality — they are eliminated before evaluation because a document is missing, expired or unsigned. Departments must treat incomplete bids as non-responsive, so a single missing certificate can waste weeks of work.

Build your bid against this checklist every time.

Company Documents

  • CSD registration report with your MAAA supplier number (how to register)
  • Company registration documents (CIPC certificate and disclosure)
  • Certified ID copies of all directors or members — check whether certification must be within 3 or 6 months
  • Proof of business address where requested

Compliance Documents

  • Tax compliance status pin from SARS — verify it is active before every submission (more on tax clearance)
  • BBBEE certificate or sworn affidavit — an EME or QSE affidavit must be current and signed before a Commissioner of Oaths (understanding BBBEE levels)
  • Industry-specific registrations — CIDB grading for construction, PSIRA for security, professional body registration for built-environment and health services

The Tender Pack Itself

  • All SBD forms completed and signed (SBD forms explained)
  • Pricing schedule / bill of quantities — every line priced, arithmetic checked
  • Technical response addressing each requirement in the terms of reference, in the same order the buyer listed them
  • Proof of attendance at any compulsory briefing session
  • Signed acknowledgment of every addendum issued after advertisement

Submission Logistics

  • Number of copies required (original plus copies is still common for paper submissions)
  • Correct tender box or e-submission portal, with the tender reference on the envelope or file name
  • Submitted before the closing time — late is late by even a minute, and there are no exceptions

Make It Repeatable

Keep a "bid pack" folder with your evergreen documents scanned and dated, and refresh the expiring ones (tax pin, BBBEE affidavit) on a calendar reminder. That way each new bid only needs the tender-specific documents.
