Fencing and Animal Handling Facilities Framework

The Limpopo Department of Agriculture and Rural Development (LDARD) has issued Tender ACDP 23/17 for a three-year framework agreement covering the supply, delivery and construction of fences and animal handling facilities across the province. The department is targeting contractors registered with the CIDB at grades 3CE to 7CE or 3SQ to 7SQ. Joint ventures are eligible if every member is CIDB-registered, the lead partner meets the grading requirements, and a valid joint venture agreement is attached. A compulsory clarification briefing is scheduled for 10 November 2026 at 10:00 in Polokwane, and the tender closes on 19 November 2026 at 11:00. The contract is governed by the GCC 2010 and includes a 10% performance guarantee, 12-month defects liability, and a penalty of 0.05% of the total tender sum per calendar day for late completion.

The framework operates through a rotating electronic database of contracted service providers. When the department needs fencing work, it issues terms of reference to the next contractor in line, who submits a quotation within 14 days based on the tendered Bill of Quantities rates and price adjustment clauses. Orders are issued only when funding is available, and the framework does not commit the department to any minimum quantum of work. Work categories include fence construction and repair, livestock handling facilities, and the procurement of special materials outside the tendered rates, which is priced at actual cost plus a tendered mark-up supported by three quotations. Bills of Quantities are indicative only, and the department reserves the right to negotiate market-related prices.

Tender evaluation uses an 80/20 preference point system, with 80 points for price and 20 points for specific goals covering black, women, disabled and youth ownership. Bidders must score at least 60 out of 100 on functionality, which assesses physical location (Limpopo-based offices score higher), plant and equipment ownership or hire, key staff such as a project manager, site agent, health and safety officer and artisans, and proven completed fencing or livestock projects. Bidders must also meet mandatory requirements: CSD registration, tax compliance, a minimum bank rating of C, and a valid CIDB grading certificate.
