The Cape Winelands District Municipality (CWDM) invites experienced service providers to supply advertising services for the period ending 30 June 2030. The appointed provider will be responsible for the full advertising workflow for official notices, advertisements, promotional articles and ad hoc publications. Core duties include reviewing and proofreading copy in English, Afrikaans and isiXhosa, designing layouts for municipal approval, and placing approved material in the media platforms the Municipality specifies. The provider must also keep layout, fonts, spacing, branding and logo use consistent across publications, and must follow the Municipality's corporate identity requirements. Proof of publication and supporting documentation must accompany every invoice.

Commercially, the work is governed by a transparent pricing structure. On request, the provider must submit written quotations that separately show the media house's original cost, the provider's mark-up, any discounts or rebates, the adjusted cost, handling or production fees, VAT and the total payable. Proofs must be delivered within 24 hours of a request, unless otherwise agreed, and no publication may proceed without a written approval and an official purchase order. Invoices are due within 21 calendar days of publication, and the Municipality pays within 30 days of receiving a valid invoice. Prices must remain fixed for the full contract period, and there is no provision for escalation. The Municipality also reserves the right to audit publisher accounts and mark-ups. Bidders must show capacity through at least two written reference letters from current or previous clients, and must submit a company profile and a capability schedule listing relevant projects.

The tender is evaluated on an 80/20 preference system, with 80 points for price and 20 for specific goals. Specific goals cover B-BBEE status level and locality, with points for enterprises located within the Cape Winelands District and the Western Cape. Compulsory documents include a valid SARS Tax Compliance Status PIN, a valid COIDA letter of good standing, a CSD registration report, the completed MBD forms, and proof of municipal account status. Evaluation uses a hypothetical annual advertising spend of R1,000,000 solely for price comparison. The Municipality does not guarantee any minimum volume of work or expenditure. The contract is valuable mainly for agencies with strong multilingual capability, municipal media experience and the administrative capacity to handle quotation, proof and invoicing requirements.
