Overview

Summary

Appointment of a registered actuary for GRAP 25 valuations of post-employment medical aid, ex-gratia pension and long service award liabilities until 30 November 2028. Includes interim and annual reports, projections and advisory support.

Detailed Description

The Cape Winelands District Municipality (CWDM) invites tenders from registered actuaries and actuarial consultancies to perform actuarial valuations of its employee benefit obligations in accordance with GRAP 25 (Employee Benefits). The appointment covers three benefit categories: post-employment medical aid benefits (76 members, including active employees and continuing members), ex-gratia pension benefits (5 members), and long service awards (approximately 372 active employees). The contract runs from the date of signature until 30 November 2028, and the tender will be evaluated as a whole and awarded to a single service provider. The valuations are needed to support the municipality's Annual Financial Statements, which must comply with GRAP and are submitted to the Auditor-General under section 126 of the Municipal Finance Management Act.

For each financial year covered by the contract, the successful bidder must provide an interim valuation as at 31 December and an annual valuation as at 30 June. Each valuation must use the Projected Unit Credit Method, include a discount rate determined under GRAP 25, and provide sensitivity analysis, a maturity analysis (within 1 year, 2 to 3 years, 4 to 5 years and over 5 years), experience adjustments, and a full list of assumptions, data models and data inputs. Reports must also summarise material changes in the local government landscape and any impact from updated GRAP standards. The twelve-month valuation must project the unfunded accrued liability and future accrual costs for the following two years to support budgeting. In addition, the provider must respond to clarity questions on the reports at no extra cost, carry out ad-hoc recalculations of prior-year liabilities as directed by the Chief Financial Officer (estimated at five hours), and provide advisory services with scenario modelling and written recommendations on managing, reducing or funding post-employment benefit liabilities.

Bidders must provide proof of registration as a qualified actuary, a company profile with relevant project experience and client references, and a capability schedule. Other compulsory documents include a SARS Tax Compliance Status PIN, a valid COIDA letter of good standing, a CSD registration report, a declaration of interest, and municipal account documentation. Evaluation is based on an 80/20 price and preference system, with preference points available for B-BBEE status and for locality within the Cape Winelands District or Western Cape. Prices must be VAT-inclusive and cover all labour, disbursements and related costs. Payment is made within 30 calendar days of receiving signed deliverables. Sealed tenders must be delivered to 29 Du Toit Street, Stellenbosch, by 11:00 on Friday, 27 November 2026. Tender documents are available free of charge on eTenders and the CWDM website, and technical enquiries can be directed to Ronel van Rooyen at 021 888 5281.

Suitable Businesses

This tender is best suited to registered actuaries and actuarial consultancies with proven experience in GRAP 25 employee benefit valuations, preferably for South African municipalities or other public sector entities. Bidders should be able to show proof of actuarial registration and deliver the full range of valuation, sensitivity, maturity and advisory services. Firms based in the Cape Winelands District or the Western Cape, and those with strong B-BBEE credentials, may gain additional preference points. Generalist accounting or consulting firms without qualified actuaries on staff are unlikely to meet the core evaluation criteria.
