Seeks a service provider to evaluate and grade four positions at the South African Weather Service using the Paterson Job Grading System, with a written report and stakeholder presentation. Delivery is due within 30 days of SLA signing, with a budget of up to R500,000. Closes 30 October 2026.
The South African Weather Service (SAWS), a Schedule 3A public entity under the Department of Forestry, Fisheries and the Environment, is seeking a qualified service provider to evaluate and grade four of its positions. SAWS has moved from the Equate Job Evaluation System, which it previously adopted in line with DPSA guidelines, to the Paterson Job Grading System because of its alignment with employment equity reporting requirements and its support by most remuneration benchmarks in South Africa. The tender is a Request for Quotation (RFQ) with an estimated value of up to R500,000 and is subject to the Preferential Procurement Policy Framework Act, the Preferential Procurement Regulations 2022, and the National Treasury General Conditions of Contract.
The scope of work comprises three main deliverables: job evaluation and grading of the four positions with accompanying recommendations; a written report of the results; and a presentation of the findings to the HCM team members and the relevant line manager, delivered online, face to face, or both. The service must be delivered within 30 days of signing the Service Level Agreement (SLA). Bidders must provide a ceiling price covering all phases and expenses, inclusive of VAT, along with a cost breakdown, the commencement period after acceptance, and confirmation of whether rates are firm for the full project period. Services are to be rendered at SAWS Head Office in Centurion, and a due diligence site visit to the provider's premises may be conducted before award. Bidders must also be registered on the Central Supplier Database (CSD) and have valid tax compliance status.
Bids are evaluated in three phases. Phase 1 checks administrative compliance, including CSD registration, the completed and signed Annexure A, pricing schedule, SBD 4 and SBD 6.1 forms, tax compliance, and a valid B-BBEE certificate or sworn affidavit. Phase 2 is a functional evaluation scored out of 100, with a minimum of 70 points required to progress. It assesses the proposed approach, assessment tools, methodology and roll-out plan (40 points); the experience and qualifications of the evaluators, who should hold at least a degree in Industrial/Organisational Psychology or Human Resources and have prior job evaluation experience (30 points); and successful job evaluation work for public sector clients within the last five years, supported by at least three signed reference letters on client letterhead (30 points). Phase 3 applies the 80/20 price and specific goals model, with the contract awarded to the highest-scoring bidder. Interested firms should submit bids electronically to RFQsubmissions@weathersa.co.za before the closing date of 30 October 2026, with written enquiries directed to rfq@weathersa.co.za.
Suited to HR consultancies, organisational development and remuneration specialists, and industrial or organisational psychology firms with experience in job evaluation and the Paterson or Equate systems. Bidders should have at least three public sector job evaluation references from the last five years, qualified evaluators with the required degrees, CSD registration, tax compliance, and the ability to deliver within a tight 30-day window. Small firms may bid if they meet these requirements, and joint ventures or consortia must submit a signed teaming agreement.
