Johannesburg Water requires 12-month OpenText Extended ECM application support for its engineering system, including 24/7 telephone support and quarterly health checks, patching and optimisation. Bidders need OpenText accreditation. Quotes close 12 November 2026.
Johannesburg Water SOC Ltd, a water utility owned by the City of Johannesburg, has issued a Request for Quotation (RFQ JW056NS26-27) for application support of its OpenText Extended Enterprise Content Management (ECM) system used by its Engineering department. The contract runs for twelve (12) months and covers the ongoing operational support needed to keep the system stable, secure and performing as required by the engineering function.
The scope is split into two service items. The first is telephone support, estimated at 15 hours per month (180 hours per year), which must cover business hours, non-business hours, weekends and public holidays. The second is a quarterly systems health check, system fine-tuning and optimisation, and patch management, estimated at 8 hours per month (96 hours per year). The total estimated effort is 23 hours per month, or 276 hours over the contract period. Bidders must price each item at an hourly rate, and the total quotation must include all applicable taxes, with VAT at 15% shown separately. Quotes must be valid for 60 days from the closing date.
Mandatory requirements are strict. Bidders must prove they are the Original Software Developer of OpenText or provide a letter from OpenText confirming they are an accredited OpenText Partner. They must also supply reference letters or templates for at least two completed OpenText Extended ECM application support projects for business or government clients. Other compulsory documents include a valid tax clearance certificate or SARS PIN, a valid B-BBEE certificate or compliant sworn affidavit, proof of CSD registration, company registration documents with director ID copies, and the MBD 4, 6.1, 8 and 9 forms. Quotations must be on company letterhead and submitted as PDF files through the eTenders portal, with no Word, Excel or image files. Evaluation uses the 80/20 preference point system, with 80 points for price and 20 points for specific goals under the PPPFA 2022. The RFQ closes on 12 November 2026 at 16:00, and no briefing session is scheduled.
This RFQ suits IT service providers that are OpenText accredited partners or Original Software Developers, with experience supporting OpenText Extended ECM and at least two documented client references. Businesses should have strong capability in ECM system maintenance, patch management, performance tuning and out-of-hours support. Companies must be CSD-registered, hold a valid B-BBEE certificate or compliant affidavit, and have a valid tax clearance, since the 80/20 evaluation rewards B-BBEE status. Businesses with state employee connections, or those on National Treasury restriction lists, are excluded. Small and medium IT firms with the required OpenText expertise and capacity for round-the-clock support are well placed to respond.
