Overview

Summary

Transnet Internal Audit seeks an integrated data analytics platform for data-driven assurance, continuous auditing and business insight across all Transnet Operating Divisions over five years. Solution must cover data ingestion, transformation, analytics, visualisation and secure reporting in one environment, with SAP/Oracle integration and POPIA-compliant security.

Detailed Description

Transnet Internal Audit (TIA), operating under Transnet SOC Ltd, has issued a Request for Proposal for the provision of an integrated data analytics platform to enable data-driven assurance, continuous auditing and business insight across all Transnet Operating Divisions, including Transnet Corporate Centre, Transnet Property, Transnet Freight Rail, Transnet Rail Infrastructure Manager, Transnet Pipelines, Transnet National Ports Authority, Transnet Port Terminals and Transnet Engineering. The contract period is five (5) years. The requirement forms part of Transnet's approved Digital Transformation Strategy and aims to build a data analytics capability that standardises how TIA performs and reports on data analytics and continuous auditing.

The required solution must provide an end-to-end, single unified environment covering data ingestion, transformation, audit analytics, visualisation and secure reporting. Key functional requirements include integration with SAP ECC, SAP S/4HANA, SAP HCM, SAP BW, Oracle, Microsoft SQL Server, MySQL, Microsoft SharePoint, Microsoft 365, Power BI, REST APIs, OData services and CSV/Excel files; batch and near real-time data processing; full-population testing; statistically valid sampling; duplicate payment and vendor detection; journal entry, payroll, procurement and accounts payable/receivable analytics; segregation of duties analysis; continuous controls monitoring; and interactive, drill-down dashboards with exception tracking. Successful bidders must configure user roles, audit workflows, dashboards and scheduled analytics, and deliver secure, scalable, highly available architecture with documented RTO and RPO, disaster recovery, and comprehensive audit logging.

Security and governance are central to the requirement. Solutions must provide role-based access control, Microsoft Active Directory and Entra ID integration, multi-factor authentication, encryption in transit and at rest, and alignment with ISO/IEC 27001 and the NIST Cybersecurity Framework. Transnet retains full ownership of its data, which may not be used to train third-party AI models, and must be returned in usable form at contract end. Any AI functionality must be transparent, explainable and subject to auditor oversight. Bidders must also provide support and maintenance, a service desk with defined escalation under the SLA, and evidence of customisation, implementation and maintenance experience through three signed client references with customer satisfaction scores. Evaluation is staged: administrative and substantive responsiveness, a desktop technical evaluation (75-point minimum, including key personnel CVs for solution architect, technical, training, testing and account roles), a presentation-based solution demonstration (100-point minimum), then pricing (80 points) and B-BBEE specific goals (20 points). Bids must be submitted via the Transnet e-Tender portal by 16:00 on 19 November 2026, and a non-compulsory briefing session is scheduled for 29 October 2026.

Suitable Businesses

Software vendors and analytics platform providers (including audit analytics, business intelligence and GRC solution providers) with experience in SAP-integrated audit analytics, continuous controls monitoring and enterprise data integration. Systems integrators and IT consultancies with South African public-sector or state-owned enterprise experience, POPIA and ISO 27001 compliance, and capacity to deliver customisation, training and five-year maintenance. Joint ventures and consortia are welcome, particularly those with strong B-BBEE credentials (Level 1 or 2 preferred) and Black women-owned or QSE/EME participation. Bidders must be able to provide three signed client references, key personnel with at least three to five years' relevant experience, and a fully compliant tax status (TCS PIN or CSD registration).
