Overview

Summary

Appointment of a CIDB Grade 3CE or higher contractor to site, drill, test and equip five windmill-powered boreholes across four farms in Emakhazeni Local Municipality, Mpumalanga. Requires a minimum 45m drilled depth, a 5,000 litres/day sustainable yield per borehole, and completion within 8 weeks, with a 10–20 point preference for specific goals.

Detailed Description

The Department of Land Reform and Rural Development (DLRRD) invites CIDB-registered contractors, grade 3CE or higher, to tender for the siting, drilling, equipping and testing of five windmill-powered boreholes in Emakhazeni Local Municipality, Nkangala District, Mpumalanga. The project aims to improve access to sustainable, safe water for rural communities. The work is distributed across Palmietfontein 104 JT (two boreholes, Portions 5 and 10), Bloemfontein 399 JT (one borehole, Portions 7 and 8), Driefontein 377 JT (one borehole, Portion 4 of the R/E) and Rondebosch 403 JS (two boreholes, Portion 189, a portion of Portion 14).

The scope includes geohydrological desktop studies and geophysical investigations, drilling to a minimum depth of 45 metres using rotary methods, casing installation, borehole development and cleaning, and certified test pumping. Each productive borehole must sustain at least 5,000 litres per day. Equipping includes submersible pumps and control units, 4-core electric cabling, HDPE pipelines, 5,000 and 10,000 litre storage tanks with steel support structures, borehole finishing (sanitary seals, concrete collars, caps and markers), and installation of galvanised windmills with towers, pump rods and cylinders. Water quality must be tested by chemical and potability analysis, and a geohydrologist must issue a report with GPS coordinates and logs. The contract follows the GCC 2015 (3rd Edition) form of contract, with a 12-month defects liability period, a 10% performance guarantee, and a 8-week completion period. Mandatory requirements include CIDB registration, CSD registration, tax compliance status, COIDA good standing, and proof of similar borehole projects of at least R250,000 each in the past nine years. Key personnel must include a Pr.Sci.Nat geohydrologist registered with SACNASP, a foreman with a built environment qualification, and a construction health and safety officer registered with SACPCMP. Plant evaluation requires proof of ownership or hire of drill rigs.

The tender is scored 80/20 on price and specific goals, with evaluation for functionality (minimum 60/100 required). Specific goals cover HDI ownership, women, persons with disabilities, youth, and locality within Nkangala District. Local labour requirements are strict: at least 80% labour maximisation, with targets of 55% women and 40% youth from the target area. A compulsory clarification meeting is held at Emakhazeni Local Municipality on 11 November 2026 at 13:00, and bids close on 26 November 2026 at 11:00 at the Sixth Floor Tender Box, Bateleur Building, Nelspruit.

Suitable Businesses

This tender suits CIDB-registered contractors at grade 3CE or higher with proven borehole drilling and equipping experience, particularly those with their own or accessible drill rigs, a registered geohydrologist (Pr.Sci.Nat, SACNASP), and a registered construction health and safety officer. Businesses based in or near Nkangala District, and those owned by HDIs, women, youth or persons with disabilities, are well placed to benefit from the specific goals preference points. Joint ventures are eligible if each member is CIDB and CSD registered and the combined grading meets the requirement. Contractors that cannot meet the 80% local labour and 55% women and 40% youth targets, or that cannot provide the required similar-project references, appointment letters and Form S evidence, should not apply.
