Overview

Summary

Supply, delivery and installation of 21 km of barbed wire fencing across three farms in Emakhazeni Local Municipality, Mpumalanga. Requires CIDB 4SQ-or-higher contractors. Closes 26 November 2026.

Detailed Description

The Department of Land Reform and Rural Development (DLRRD) invites CIDB-registered contractors to supply, deliver and install barbed wire fencing at three farm properties in Emakhazeni Local Municipality, Nkangala District, Mpumalanga Province. The works comprise approximately 2 km at Portion 189 (a portion of Portion 14) of the Farm Rondebosch 403 JS, 8 km at Portion 4 Remaining Extent of the Farm Driefontein 377 JT, and 11 km at Palmietfontein 104 JT, for a combined total of about 21 km. The scope covers site establishment, clearing of the fence line, excavation and concreting of corner and straining posts, erection of box-anchor straining posts and standards, installation of droppers, nine-strand barbed wire with binding and anchor wire, razor wire, galvanised steel gates, staples and related accessories, followed by close-out and progress reporting. Specifications reference the COLTO standard specifications and the Bill of Quantities, which includes preliminary and general items covering occupational health and safety, site facilities, landowner liaison and a community liaison officer.

Bidders must be registered with the CIDB at a contractor grading of 4SQ or higher, and must have completed fencing projects of a similar nature with a minimum value of R1,000,000 each within the past nine years, supported by appointment letters, completion certificates and signed performance evaluation forms. Tenderers must also demonstrate access to a TLB and a light delivery vehicle, and must propose key personnel including a site agent (NQF Level 6 or higher in the built environment), a foreman (NQF Level 5 or higher) and a registered Construction Health and Safety Officer. Joint ventures are permitted subject to CIDB conditions. Other requirements include a valid COIDA letter of good standing, a valid tax compliance status and CSD registration, a performance guarantee of 10% of the contract sum, a 12-month defects liability period and a 90-day tender validity period. Work must maximise local unskilled labour (at least 80%), and the Department has set employment targets for women and youth. The tender is evaluated on an 80/20 price and specific-goals basis, with a 100-point functionality threshold of 60 points.

A compulsory clarification meeting will be held at Emakhazeni Local Municipality, 25 Scheepers Street, on 11 November 2026 at 11:00. Tenders close on 26 November 2026 at 11:00 and must be submitted in the sealed tender box at the Department's Sixth Floor, Bateleur Building, 17 Van Rensburg Street, Nelspruit. Bid documents are available free of charge from the National Treasury e-Tender Portal (etenders.gov.za) and the DLRRD website. For a contractor with fencing and civil works experience in Mpumalanga, this contract offers a multi-site, mid-sized public works opportunity that builds a track record with a national government department and supports local employment.

Suitable Businesses

CIDB-registered contractors graded 4SQ or higher with proven fencing experience, particularly those who have completed projects of at least R1 million in the past nine years. Businesses with a TLB and light delivery vehicle, and with qualified site agent, foreman and health and safety personnel, are well placed. Joint ventures that meet CIDB requirements may also apply. Contractors based in Nkangala District, and those that are HDI-owned, female-owned, youth-owned or disability-owned, can earn specific-goals points. Small Mpumalanga firms should check whether they can meet the grading threshold, or partner with a qualifying contractor.
