Appointment of a CIDB 4SQ or higher contractor to supply, deliver and install approximately 40 km of barbed wire fencing across four farms in Mpumalanga's Gert Sibande District. Compulsory clarification meeting 13 November 2026; closing 30 November 2026 at 11:00.
The Department of Agriculture, Land Reform and Rural Development (DALRRD) is seeking a registered civil contractor to supply, deliver and erect new barbed wire fencing on four farms in the Gert Sibande District Municipality, Mpumalanga Province. The works total approximately 40 km: 20 km at Portion 0 (R/E) of Tarbert No. 65 IT (Msukwaligwa Local Municipality), 6 km at Portion 5 of Graspan 222 IS (Msukwaligwa Local Municipality), 1.22 km at Portion 6 of Goedehoop 308 IR (Govan Mbeki Local Municipality) and 13 km at Portion 0 (R/E) of Komatidraai 417 JT (Chief Albert Luthuli Local Municipality). The tender is run under the Standard Conditions of Tender, the General Conditions of Contract (3rd Edition, 2015) and SANS 1200 specifications, and is priced as a remeasurement contract using a schedule of quantities.
The scope covers site establishment, clearing of the fence line (at least 1 m to 1.5 m either side of the centre line), excavation and concreting of posts, and erection of galvanised corner, straining, gate and intermediate posts with stays. It also includes fully galvanised barbed wire strands (the schedules specify six- or nine-strand configurations, with the wire count to be confirmed in the tender documents), droppers, binding and anchor wire, and farm gates (typically 3 m x 1.2 m auction steel gates with welded mesh and locks). Surplus material remains with the Department, and the contractor must remove cut-offs and waste. Blasting requires prior departmental approval. Provisional sums cover a community liaison officer and surveying. Bidders must be CIDB registered at grade 4SQ or higher. Joint ventures are permitted if every member is CIDB registered, the lead partner meets the grading requirement, and the combined grading is sufficient. A compulsory clarification meeting is scheduled for 13 November 2026 at 10:00 at the Gert Sibande District Office in Ermelo. Tenders close on 30 November 2026 at 11:00 and must be deposited in the sixth-floor tender box at 17 Van Rensburg Street, Bateleur Building, Nelspruit. Tenders remain valid for 90 days.
Evaluation is split between functionality (minimum 60 out of 100 required to proceed) and price, using the 80/20 preference system. Functionality weights relevant fencing projects of at least R1 000 000 each (50 points), relevant plant including a TLB and light delivery vehicle (10 points), and key personnel: site agent (15), foreman (10) and OHS officer registered with SACPCMP (15). Preference points are available for HDI, female, youth, disabled and locality (Gert Sibande District) ownership, supported by documentary proof. Mandatory submissions include a CIDB CRS number, CSD registration, a valid tax compliance status or PIN, a COIDA letter of good standing for building construction, and signed Forms H, J, S and G. The contract also requires a 10% performance guarantee, 10% retention capped at 5% of contract value, a 26-week defects liability period, and 13 weeks for practical completion. A labour-maximisation target of at least 80% local labour applies, and the tender documents set employment targets for women and youth. Because the tender pack contains some internal inconsistencies (for example, the fence configuration, the experience look-back period and the employment target percentages differ between sections), prospective bidders should raise clarification queries before the 10-working-day cut-off.
CIDB-registered civil and fencing contractors at grade 4SQ or higher with demonstrated fencing experience (at least R1 000 000 per project), their own or hireable TLB and delivery vehicles, and registered site agent, foreman and OHS personnel. Mpumalanga-based firms, particularly in the Gert Sibande District, benefit from locality points. Enterprises that are HDI-, women-, youth- or disability-owned can claim preference points, and joint ventures meeting the CIDB conditions may also apply. Businesses without the required CIDB grading or fencing track record should not apply unless they partner with a qualifying contractor.
