Appointment of an accredited higher education institution to deliver a 24-month NQF Level 5 entrepreneurship development programme for 135 unemployed agricultural graduates in Limpopo. Training covers business planning, financial management, marketing, and legal skills across four blocks, with certification for 200 attendees.
The Limpopo Department of Agriculture and Rural Development (LDARD) is seeking a higher education institution to deliver a tailor-made NQF Level 5 entrepreneurship development programme for 135 unemployed agricultural graduates. The programme forms part of the Department's Youth Skills and Entrepreneurship Development initiative, which supports the Young Producers Entrepreneurship Strategy (YPES) and aims to mainstream youth participation in agriculture, land reform and rural development. The participants will be placed on 55 host farms for on-the-job practical experience, and this training is intended to equip them with the business skills needed to operate successful enterprises.
The service provider must be an institution accredited by the Council on Higher Education (CHE) and registered with the Department of Higher Education and Training, with accreditation proven by SAQA-recognised documentation. Training will be delivered in two groups of 67 and 68 learners, across four five-day blocks over the 2026/27 and 2027/28 financial years. The curriculum covers eight modules: introduction to entrepreneurship, entrepreneurial ideas and opportunities, management skills, financial skills (including budgeting, costing and pricing), administrative and record-keeping skills, legal aspects (business forms, taxation, VAT, contracts and insurance), marketing skills, and small business planning. Learners will be assessed through a Portfolio of Evidence, and successful graduates will receive an accredited NQF Level 5 certificate. The provider must also host a certification ceremony for 200 attendees in 2027/28, including venue and meals. LDARD will provide training venues, catering and learner accommodation.
Bidders are evaluated on functionality (minimum threshold of 60/100), with weighted emphasis on prior entrepreneurship training track record supported by verifiable contract references from the past five years, and on proof of a physical address within Limpopo Province. Price is scored on an 80/20 preference point system, with 20 points available for specific goals including black, women, disabled and youth ownership above 51%. Bidders must be registered on the Central Supplier Database, be tax compliant, have no state-employed directors, and submit a Tax Compliance Status PIN. The bid is valid for 120 days, and the contract will be governed by GCC 2010. Closing date is 3 December 2026 at 11:00.
Accredited public or private higher education institutions, universities, and registered training providers holding CHE/DHET accreditation and SAQA-recognised NQF Level 5 qualifications, with demonstrable experience (ideally 6+ projects) in entrepreneurship or small business training. Businesses based in Limpopo Province are strongly favoured, and Black-, women-, youth- or disability-owned enterprises (over 51% ownership) can claim additional preference points. Bidders must be CSD-registered and tax compliant, and should be prepared for an on-site inspection if shortlisted. Businesses without accreditation or a Limpopo physical address are unlikely to meet the pre-compliance and functionality requirements.
