Recruitment Agency Panel Services

The South African Bureau of Standards (SABS) has issued Request for Proposal RFP 202100 to appoint a panel of suitably qualified and experienced recruitment agencies for a period of thirty-six (36) months. The panel will be engaged on an as-and-when-required basis to fill vacancies at all levels of the organisation. Under the scope of work, successful providers will deliver end-to-end recruitment services, including recruitment and selection of vacancies at all levels, headhunting, advertising of vacancies, screening and shortlisting of candidates before referral to SABS, background and reference checks (criminal, qualifications, credit, and previous employment), offer management and negotiations with successful candidates, and psychometric assessments.

Pricing is structured as a percentage placement fee that covers the whole recruitment process. Proposals are evaluated in two stages. Functionality is scored out of 100 across four equally weighted criteria of 25% each: company experience (preferably more than 15 years in recruitment or similar services), the experience of the core team (a combined 13 to 15 years scores highest), professional registration with the African Professional Staffing Organisation (APSO), and references (at least seven relevant, contactable reference letters from the past seven years, specifying whether the work was executive search, headhunting, or standard recruitment). A minimum functionality score of 70% is required to proceed. Qualifying bidders are then evaluated under the 80/20 preference point system, with 80 points for price and 20 points for specific goals based on B-BBEE ownership, black women ownership, and disability ownership.

Bidders must complete mandatory returnable documents, including a signed non-disclosure agreement, SBD 4 declaration of interest, SBD 6.1 preference points claim form, signed SABS terms and conditions, a valid CSD registration, a B-BBEE certificate or sworn affidavit, a management summary, a statement of compliance, and audited financial statements. Bidders must also be registered on National Treasury's Central Supplier Database and must not hold any intellectual property rights that would encumber the solution. Proposals must be submitted electronically as PDF files, with a maximum size of 14 MB, to the designated tender email address by the closing date and time. Late submissions will not be accepted. The contract is awarded as a three-year panel arrangement, with SABS negotiating rates with bidders before contract conclusion. No services may be rendered before a formal agreement is signed.
