National panel of recruitment service providers to source, vet and place contract workers for the Commission on Restitution of Land Rights across all nine provinces over 12 months. Bidders must supply at least five suitable CVs within 10 days and earn a management fee on placements.
The Commission on Restitution of Land Rights (CRLR), under the Department of Land Reform and Rural Development, is seeking to appoint a national panel of service providers to recruit and place contract workers in its national and provincial offices across all nine provinces. The CRLR faces a significant backlog of land restitution claims, and recent reductions in Cost of Employee budgets have left its offices under-capacitated. The goods and services budget is therefore being used to appoint temporary staff, and this panel will provide the additional human capacity needed to maintain service delivery over a 12-month contract period. Appointment to the panel does not guarantee any volume of work, as placements are requested on an as-and-when basis.
Successful panel members will be responsible for sourcing candidates from the requesting province, submitting a minimum of five suitably qualified CVs within 10 days of a request, and providing credible security clearance and qualification vetting reports. Providers must also manage the candidates for the duration of their contracts, attend quarterly feedback meetings with the CRLR, and supply replacements within 10 days if a placement ends early. Contract workers are paid according to applicable DPSA salary grades up to level 10, with a 37% provision in lieu of benefits. The service provider charges a percentage management fee for recruitment and administration, and VAT applies to this fee only. Benefits must follow the Basic Conditions of Employment Act, including 15 days' annual leave, sick and family responsibility leave, and group and disability insurance cover. The provider must also comply with the Protection of Personal Information Act (POPIA).
Mandatory requirements include attending the compulsory briefing session on 17 November 2026, holding a valid registration with the Department of Employment and Labour as a Private Employment Agency, and holding a valid COIDA certificate, UIF registration, and CSD registration. Bidders must also submit a valid SARS tax compliance PIN, CIPC documents, a company resolution, and fully completed SBD forms, including the SBD 3.3 pricing schedule. Functionality is scored out of 100 and covers company profile, project manager experience of at least five years, a relevant degree (NQF 7 or higher) in fields such as Human Resource Management, and at least three signed reference letters from recruitment work completed within the past five years. A minimum score of 70% is required, followed by due diligence. Joint ventures and consortia are permitted with signed agreements that name a lead partner. Bids close on 27 November 2026 at 11:00, and bids must remain valid for 90 days.
This tender is best suited to registered Private Employment Agencies and established recruitment or HR consultancies with a CSD registration and a verified tax compliance status. Bidders should have at least three years of recruitment experience across several functional areas, such as HR, Finance, Administration, Legal, SCM, or Information Management, and should be able to show signed reference letters from government or large corporate clients. Consortia and joint ventures may also apply, provided they have a signed agreement that names a lead partner. Businesses without a provincial recruitment network or the capacity to source and vet candidates quickly, within 10-day turnaround times, should consider whether they can meet the delivery requirements.
