Appointment of a panel of PSIRA-registered security and demolition service providers for counter land invasion services in Johannesburg, as and when required over 36 months. Services include rapid response (2-hour), demolition, rubble removal, eviction support, fencing, and patrol vehicles. Minimum 75 functionality points required.
The City of Johannesburg Metropolitan Municipality (CoJ) has invited bids for the appointment of a panel of service providers to deliver counter land invasion services across the city on an as-and-when-required basis for a period not exceeding 36 months. The initiative forms part of the City's three-pronged approach to prevent land invasions, contain invasions that occur, and reverse those already established. Services are tendered under the Public Safety department, with the successful panel members called upon to respond to unlawful occupation of both Council-owned and other land.
The scope of work is divided into three categories. First, prevention works require a maximum response time of two hours to stop invasions underway, including photographic documentation before, during and after enforcement, removal or demolition of illegal structures, loading and transport of rubble and re-usable material (with the first 10 km haul free of charge), securing the area post-removal, and effecting arrests in line with the Criminal Procedure Act with immediate notification to the Johannesburg Metropolitan Police Department (JMPD). Second, eviction support covers assisting with removal of unlawful occupants under a court order, demolition, rubble removal, transport of re-usable material and securing the site. Third, ancillary works include earthworks, installation of 1.8m diamond mesh fencing, signage, and removal of prefabricated structures, shipping containers and illegal signage trailers to JMPD pounds. Resource requirements include a Grade B shift supervisor, Grade C security officers, traceable labourers, minimum 8-ton trucks, tipper trucks, TLBs or front-end loaders, digital cameras with date, time and location stamps, generators and tools. Protective equipment and crowd management compliance with SAPS Illegal Gatherings requirements are mandatory, along with drug and alcohol testing of personnel.
Bidders must hold valid PSIRA registration (company and directors), a current PSIRA letter of good standing, firearm licences and competency certificates, a Central Firearm Register certificate, an ICASSA radio licence, and R10 million public liability insurance. Evaluation is administrative compliance followed by functionality scoring out of 100, with a minimum of 75 points required for panel appointment. Functionality criteria cover relevant demolition and eviction experience (verified by reference letters), fleet size, number of experienced security officers and Grade B supervisors, shotgun holdings, response base within Gauteng, and communication systems. Rates are fixed for 12 months, with annual adjustments considered thereafter, and the successful bidders must sign a service level agreement. Mandatory compliance includes tax clearance (SARS PIN), CSD registration, COIDA and UIF registration, municipal account compliance, and BBBEE certification. A non-compulsory briefing session is scheduled for 6 November 2026 at the JMPD Academy, Stafford Booysens. Bids close on 23 November 2026 at 10:30 AM and must be deposited in the tender box at Sappi Building, 48 Ameshoff Street, Braamfontein.
This tender is suitable for PSIRA-registered security companies with firearm-licensed operations, demolition and site clearance contractors with experience in evictions, and logistics or haulage firms with 8-ton or larger trucks. Businesses must hold R10 million public liability insurance, Gauteng-based response capability is advantageous (10 functionality points), and they should have verifiable reference projects for demolitions and evictions. Small firms can apply if they meet the mandatory requirements and can achieve the 75-point functionality threshold, while larger firms with extensive fleets and personnel will score higher on capacity criteria. Joint ventures and consortia are permitted, provided each member meets the tax and CSD requirements.
