Open Closing: 27 Oct 2026 at 12:00 Published: 22 Oct 2026

Overview

Summary

Transnet Port Terminals requires marshaling services for storage operations at Richards Bay over a 4-month period. Bidders must be PSIRA-registered, supply 48 Grade D marshals and 4 Grade B supervisors, and provide three reference letters. Evaluation is 80/20 price and B-BBEE.

Detailed Description

Transnet SOC Ltd, through its division Transnet Port Terminals (TPT), has issued a Request for Quotation (RFQ) for the provision of marshaling services for storage operations at the Richards Bay Terminal, as and when required, for a duration of four months. Marshaling services in this context involve the controlled direction, supervision and safe movement of people, vehicles and equipment within port storage areas, supporting efficient operations, access control and site safety. The RFQ is issued under a security and investigation services category, and the estimated contract value is not expected to exceed R50 million, so the 80/20 preference point system applies.

To be considered, respondents must be registered with the Private Security Regulatory Authority (PSIRA) and provide valid PSIRA company registration certificates. Technical evaluation requires a minimum of 48 valid Grade D or higher certificates for marshals and 4 valid Grade B or higher certificates for supervisors. Bidders must also submit at least three traceable reference letters, on client letterhead, from projects of at least three months' duration covering security or traffic marshaling services within the past 36 months. Proof that the business office or a director resides within 50 km of the Port of Richards Bay is scored, with higher points for closer locations. A minimum technical threshold of 70 out of 100 points applies before price is evaluated.

Successful bidders gain the opportunity to deliver services to one of South Africa's largest national port operators, with the potential for repeat business and the credibility of a major state-owned enterprise contract. Mandatory returnable documents include the SBD 1 form, quotation form, certificate of acquaintance, RFQ declaration and breach of law form, and specific goals claim form, all of which must be submitted via the Transnet e-Tender Submission Portal by the closing date of 27 October 2026 at 12:00. Bidders should register on the Central Supplier Database, maintain valid tax compliance status, and submit bids at least a day before closing to avoid technical issues, as late submissions are not accepted.

Suitable Businesses

PSIRA-registered security companies with experience in marshaling or traffic control services, capable of supplying at least 48 Grade D or higher marshals and 4 Grade B or higher supervisors, and located within about 50 km of Richards Bay. Businesses with B-BBEE Level 1 or 2 status, strong reference histories, and CSD and tax compliance are best placed to compete. Small, medium and black-owned security firms with local operational capacity are particularly well suited.
