Security Guarding and Technology Services

Eskom Holdings SOC Ltd has issued a Request for Proposal (RFP) for the provision of integrated security services at Kendal Power Station, covering both National Key Point (NKP) and non-NKP sites and surrounding areas. The contract requires round-the-clock coverage on a 7-day-a-week basis, with a morning shift from 06:00 to 18:00 and a night shift from 18:00 to 06:00, for a period of 60 months. The scope comprises three components: physical security guarding, security technology (including integrated security management, CCTV, access control, visitor management, intruder and perimeter detection, body-worn and mobile cameras, PA systems, fire detection, and cyber security), and ongoing maintenance and support. Electrical and civil works linked to the perimeter detection, security lighting and reticulation systems also form part of the requirement.

The procurement follows a two-stage process. In Stage One, bidders submit technical proposals and presentations, scored at 100% weighting against a 70% minimum threshold. Key evaluation areas include a guard deployment plan achieving 100% shift coverage, access control procedures, patrol services, emergency management, control room operations, innovation targets for guard reduction and cost savings, community and law enforcement liaison, training and certification, and company experience. Only bidders reaching the threshold proceed to Stage Two, where a detailed pricing schedule is issued and evaluated on a 90/10 preferential points system, with up to 10 points available for specific goals under the PPPFA. The contract is governed by the NEC3 Term Service Contract (Option A, priced contract). Mandatory requirements include a compulsory clarification meeting and site visit on 29 October 2026 at Kendal Power Station, CSD registration, PSIRA company and personnel registrations, a valid SAPS NKP letter, Private Sector Security Provident Fund and NBCPSS compliance, firearm licences where applicable, SHEQ documentation (rated high risk), and an ISO 9001 quality management system. Bidders are also expected to submit a B-BBEE improvement plan, local content and job creation proposals, and a skills development commitment, with subcontracting to Black-owned EMEs or QSEs of at least 51% ownership encouraged.

For security companies, the tender offers a substantial long-term contract at a major power utility's strategic facility, providing stable revenue and an opportunity to demonstrate capability in critical infrastructure protection. Technology providers and electrical and civil contractors with experience in NKP environments may participate through partnership or subcontracting arrangements.
