PSiRA seeks a panel of accredited training providers to deliver training programmes and learnerships to its staff over 60 months. Providers must hold valid SETA, QCTO, DHET or SAQA accreditation and attend a compulsory briefing on 16 November 2026.
The Private Security Industry Regulatory Authority (PSiRA) has issued Request for Proposals PSiRA/2026/27/RFB/07 to appoint a panel of training providers to deliver training programmes and learnerships to PSiRA staff. The panel will be appointed for a period of 60 months, giving successful providers a multi-year pathway to recurring work with a national public entity. The procurement is classified under Education and was published on 27 October 2026, with a closing date of 3 December 2026 at 11:00.
The scope covers the design and delivery of skills development interventions aligned to PSiRA's organisational needs, including formal learnerships and short-course training programmes. Bidders must be accredited with a Sector Education and Training Authority (SETA), the Quality Council for Trades and Occupations (QCTO), the Department of Higher Education and Training (DHET), or the South African Qualifications Authority (SAQA), and must attach valid accreditation documentation. Compliance requirements include completed SBD 1 (Invitation to Bid), SBD 4 (Declaration of Interest), and SBD 6.1 (Preference Points Claim Form under the Preferential Procurement Regulations, 2022), along with a valid Tax Compliance Status PIN or CSD number and signed General Conditions of Contract and Terms of Reference. Attendance at the compulsory virtual briefing session on 16 November 2026 is mandatory. Bids are evaluated on an 80/20 price and specific goals basis, with points available for black ownership, women ownership, Exempted Micro Enterprise status and enterprises owned by people with disabilities. The bid validity period is 120 days.
Submissions must be sealed, clearly marked with reference PSiRA/2026/27/RFB/07, and deposited in the tender box at PSiRA Head Office, 420 Witch-Hazel Avenue, Block B, Eco Glades 2 Office Park, Highveld Ext 70, Centurion, before the closing time. Late bids will not be accepted. Clarification enquiries may be directed to bids@psira.co.za or to the listed contacts. Because the panel runs for five years, appointed providers can build a long-term relationship with a regulator and expand their public sector footprint, provided they meet ongoing accreditation and compliance obligations.
Accredited training providers, SETA-accredited skills development companies, QCTO or DHET-registered training institutions, higher education institutions, and learnership providers with experience in public sector or regulatory training. Businesses must hold valid SETA, QCTO, DHET or SAQA accreditation, be tax compliant, and be able to attend the compulsory briefing. Small, medium and black-owned, women-owned or disability-owned enterprises may benefit from preference points.
