Once-off supply and delivery of personal protective equipment for PRASA train operations in the Eastern Cape, including safety boots, rain suits, reflective vests and branded safety vests. Closes 26 October 2026.
The Passenger Rail Agency of South Africa (PRASA) has issued a Request for Quotation (RFQ) reference ECR/RAIL/TO/03/10/2026 for the once-off supply and delivery of personal protective equipment (PPE) for train operations staff within the Eastern Cape region. The requirement covers four main product categories: steel-toe safety boots in multiple sizes, including a specialised boot model with slip-resistant and anti-static features; two-piece rain suits with reflective tape and PRASA branding; high-visibility reflective traffic vests with detachable sleeves; and Asiphephe safety vests with PRASA Eastern Cape embroidery. The tender is structured as a priced schedule of roughly 24 line items across sizes ranging from small to triple extra large, with quantities varying by item. Specifications are detailed and must be met precisely, including safety standards such as SANS 20345 and ISO 20345 for footwear.
Evaluation follows the 80/20 preference point system, with 80 points allocated to price and 20 points to specific goals. Suppliers qualifying as an EME or QSE with at least 51% black ownership can claim preference points, subject to acceptable evidence such as an audited annual financial statement, a B-BBEE certificate or affidavit, and CIPC documents. Bidders must be registered on the National Treasury Central Supplier Database (CSD), hold a valid Tax Compliance Status PIN, and submit company registration documents, director ID copies, proof of bank account, and fully completed and signed standard bidding documents. Prices must be fixed, quoted in South African Rand and inclusive of VAT, with a cost breakdown and any price escalation basis stated. Quotations must remain valid for 60 working days from the closing date.
The preferred bidder will be required to supply a sample that matches the specification 100 percent for inspection by the PRASA end-user department before final approval, and non-conforming samples will result in disqualification. Successful suppliers must deliver according to the order, and PRASA's General Conditions of Purchase apply, including a standard one-year warranty against defects from acceptance. Bids must be submitted in a sealed envelope and deposited at the bid box at No. 8 Station Street, Station Building, East London, by 12:00 PM on 26 October 2026. Late or incorrectly submitted bids will not be considered. Enquiries may be directed to Nomkhitha Nguqu at nguqu@prasa.com or 043 700 2006.
This tender suits suppliers of personal protective equipment, safety footwear, workwear and high-visibility clothing, as well as uniform and embroidery specialists capable of producing branded garments to precise specifications. Businesses must be able to supply samples that match the specification exactly and deliver within the Eastern Cape. Suppliers that are EMEs or QSEs with at least 51% black ownership can claim additional preference points. All bidders must be CSD-registered, tax compliant with a valid PIN, and able to provide the required company, financial and B-BBEE documentation. Larger suppliers and distributors with the capacity to fulfil a multi-size, once-off order at fixed prices are also well positioned to compete.
