Supply of SAPO Branded Reflective Vests

The South African Post Office (SAPO) has issued Request for Quotation RFQ 26-27-84 LM for the manufacture or supply and delivery of SAPO-branded high-visibility reflective vests for its postmen. This is a once-off purchase of 3,790 vests, distributed nationally across regions including Gauteng, KwaZulu-Natal, Eastern, Central, Northern and Western regions, with each postman issued two vests. The requirement responds to access-control challenges in gated estates, complexes and secure premises, where postmen are often denied entry because they cannot be easily identified as official SAPO staff. Clearly identifiable branded clothing is a consistent requirement from estate body corporates, and the vests are intended as a visibility and safety aid rather than a standalone authorisation mechanism.

Technical requirements are specified in detail. Vests must comply with ISO 20471 high-visibility standards and be manufactured from 100% polyester or equivalent, combining fluorescent and retroreflective materials for visibility in all weather conditions. Each vest must be waterproof, include a zip, carry durable cured SAPO branding suitable for polyester, and bear a permanently secured woven or printed care label and unique material size number. Vests must be available in a full size range from small to 3X-large, in male and female cut. Bidders must supply a prototype to SAPO's Quality Management Department in Silverton within two weeks of being notified as preferred bidder, and full delivery may only commence after final approval. Delivery to the SAPO Supply Chain Management warehouse in Silverton, Pretoria is required within four weeks of receiving the order. Pricing must be in South African Rand, inclusive of VAT at 15%, and cover all materials, labour, equipment and insurance.

Evaluation follows a three-phase process: gatekeeping (a completed Annexure F1 pricing schedule), bid conditions (including Annexure BC confirming compliance with supply and delivery requirements, valid CSD registration, SBD1 and SBD4 forms, and tax compliance), and commercial evaluation scored 80/20 on price and B-BBEE specific goals. Bidders must submit proposals by email to SAPORFQ@postoffice.co.za by 11:00am on 30 October 2026, with clarification questions due by 29 October 2026. Proposals must be valid for 120 days. Successful bidders must also sign a confidentiality agreement and comply with SAPO's clothing policy and vest-issuing controls, including numbered vests and recorded allocations.
