The City of Johannesburg Health Department, through its Group Strategic Supply Chain Management unit, has issued a request for quotation (RFQ COJ0012-26/27) to appoint a service provider to supply and deliver specialised personal protective equipment (PPE) for environmental health pest control operations. The quotation covers four items: 14 bee removal suits in sizes Small to XL (white, with reinforced veils and zippers, elastic closures at the wrists, ankles and waist, and double stitching), 14 full-face masks with airtight seals, anti-fog polycarbonate lenses and interchangeable P100 or organic vapour cartridges, 14 heat-resistant leather elbow-length gloves suitable for general-purpose and welding use, and 92 A1B1E1K1P9 respirator cartridges. Prices must be quoted in South African rand, exclusive of VAT, and must include delivery to the specified address. The successful supplier must also provide labour for off-loading and delivery. Pricing is firm, with no price increases permitted after the closing date.
The tender carries strict compulsory requirements. Clothing is a designated sector, so bidders must meet a 100% local content threshold calculated in accordance with SABS specification SATS 1286:2011, and must submit the completed Declaration Certificate for Local Production and Content together with Annexures C, D and E. Failure to quote for all items, or to complete and sign the local content annexures, will automatically disqualify a bid. Samples of each item will be requested from shortlisted suppliers for approval, and the recommended bidder will be subject to a vetting process. Bidders must also be registered on the City of Johannesburg supplier database and the Central Supplier Database, hold a valid SARS tax clearance or PIN, provide a valid B-BBEE certificate or sworn affidavit, and complete all standard forms, including the MBD 4, MBD 8, MBD 9, the Declaration on State of Municipal Accounts, and the Occupational Health and Safety Article of Agreement. Forms must be signed, and quotations must be sealed and deposited in the designated quotation box at Sappi Building, 48 Ameshoff Street, Braamfontein, by 10:30 on 28 October 2026. Quotations remain valid for 30 days.
Evaluation uses the 80/20 preference point system, with 80 points for price and 20 points for specific goals. Preference points are available for businesses that are at least 51% owned by black youth (10 points), SMMEs qualifying as an EME or QSE (5 points), and enterprises located within the City of Johannesburg Metropolitan Municipality (5 points), subject to CSD reports, proof of municipal accounts and ID copies as verification. For the City, the contract offers a reliable, locally sourced supply of protective equipment that supports occupational health and safety in pest control work, while also promoting local manufacturing and economic participation within Johannesburg. Interested bidders should review the full RFQ pack carefully, as incomplete or unsigned documentation is a common cause of disqualification.
Local manufacturers, importers and distributors of protective clothing, respiratory protection equipment and safety gloves that can meet the 100% local content requirement under SATS 1286:2011 and supply samples for approval. Businesses that are registered on the CoJ and Central Supplier Databases, tax compliant, and able to provide B-BBEE documentation are eligible. Black youth-owned businesses (51%+), EMEs and QSEs, and enterprises located within the City of Johannesburg will earn specific-goal preference points. Suppliers without the capacity to manufacture or source locally compliant clothing, or unable to quote for all four items, should not apply, as partial bids are disqualified.
