The State Information Technology Agency (SITA), on behalf of the Department of Human Settlements, has issued a Request for Bid (RFB 3300/2026) for the appointment of a service provider to undertake the analysis, design and development of the National Digital Human Settlements Management System (NDHSMS). The system is intended to digitise and centralise the management of human settlements programmes, supporting the Department's mandate to plan, fund and deliver housing and related settlement services across the country. The appointment is for a fixed period of thirty-six (36) months, during which the successful service provider will be responsible for requirements gathering and analysis, solution architecture and design, and the build and delivery of the system in line with the detailed specifications contained in the Final Bid Specification document.
Bidders must be registered and up to date on the National Treasury Central Supplier Database (CSD) and must submit a complete bid response pack through SITA's ERP supplier portal. Responses are only valid if submitted electronically through the ERP platform by the closing date and time of 11:00 on 12 November 2026. Bidders must complete the official Excel price schedule provided in the bid documents, submit it as an original document in the correct format, and record each line-item price directly within the ERP system. Supporting documentation includes the Standard Bidding Document (SBD), the Invitation to Bid letter, the Notice to Bidders and the Price Schedule.
