Detailed Description

Naledi Local Municipality is inviting bids for the appointment of a service provider to supply, install, commission, maintain and support its telephone, network and wider IT infrastructure from the date of award until 30 June 2029. The core requirement is the upgrade of the existing PABX into a VoIP/cloud-based telephone management system covering the head office in Vryburg, the Huhudi, Traffic, Fire, Stella and Swartfontein sites, workshops, libraries and other remote offices. The scope includes a switchboard and approximately 280 extensions, about 300 direct dialling numbers in the 053 928 2500 to 053 982 2200 range, handsets (executive and basic), the migration of existing lines from a 2Mb PRI line, and a Windows-based call management system with account codes, budgeting and detailed reporting. The network component requires around 300 CAT6e network points, Layer 3 PoE switches, network cabinets with UPS units serviced every six months, fibre links from the main building to the server room tested with OTDR reports, and a documented network layout with labelled points and diagrams. The municipality also requires a chamber audio recording and conference system, a biometric fingerprint and access control system upgrade across several sites, 18 tablets and 18 mobile phones with data and airtime, and migration, hosting and ongoing updating of the municipal website at naledilm.co.za.

Bidders must attend the compulsory site inspection and briefing session, and installation must be completed within 60 days of award, with all new services fully tested before cut-over. Prices must be firm, in Rand and VAT inclusive, and must cover supply, delivery, installation, training and commissioning, with separate pricing requested for additional network points and telephones. Bids are evaluated first on functionality, with a minimum of 75 out of 100 points required before price and preference points are considered. Functionality criteria cover proven experience in PABX upgrade and maintenance, network infrastructure maintenance, mobile services, website services and biometric system maintenance, with each criterion supported by at least three reference letters or appointment letters from different companies. Bidders must be registered on the National Treasury Central Supplier Database, submit an original valid tax clearance certificate with a tax compliance status PIN, provide a valid B-BBEE certificate, and complete the MBD forms, including the declaration of interest, bid determination certificate and past SCM practices declaration. The evaluation uses the 80/20 price and specific goals system, where specific goals include local residence in Naledi, black ownership, women, youth, and people with disabilities. Bids remain valid for 90 days and must be delivered in a sealed envelope to 19A Market Street, Vryburg, by 12:00 on Friday, 20 November 2026.

For the municipality, the project offers a modern, scalable communications platform that improves service delivery across its geographically dispersed sites, strengthens network security and reliability, improves call cost control and reporting, and modernises access control and public communication channels. For a successful bidder, the contract provides a substantial multi-year engagement covering installation, maintenance and recurring services through June 2029, with clearly defined deliverables, documented training obligations and a structured payment process linked to commissioning and acceptance.

Suitable Businesses

This tender suits ICT and telecommunications companies with proven experience in VoIP/PABX systems, structured cabling and fibre installation (including OTDR testing), Layer 3 network switching, UPS maintenance, biometric access control, conference AV systems, mobile service provision and website hosting. Bidders must be registered on the National Treasury CSD, hold a valid tax clearance and B-BBEE certificate, and be able to provide at least three reference letters or appointment letters from different clients for each functionality criterion. Businesses in Naledi or the North West region, as well as women-, youth- and disability-owned enterprises and black-owned businesses, can benefit from the specific goals preference points. Consortia or joint ventures may apply if they can meet the combined experience, and all sub-contracting must be notified in writing after award. Companies without the technical capacity for the full scope may still consider bidding as a partner or sub-contractor to a prime bidder.
