Cloud-Based Microsoft Teams Telephony & Call Centre NEW

The Private Security Industry Regulatory Authority (PSiRA) has invited bids for the appointment of a service provider to design, supply, implement and maintain a cloud-based telephony and call centre solution built on Microsoft Teams. The contract runs for a period of 36 months and covers the full lifecycle of the solution, from initial design and supply of the required licences and components through to implementation at PSiRA's Head Office in Centurion, Gauteng, and ongoing maintenance and support for the duration of the contract. The solution is intended to modernise PSiRA's voice communications and contact centre operations within a single cloud-based collaboration environment.

A key mandatory requirement is that the proposed call centre platform must hold current Microsoft Teams Connected Contact Center certification. Bidders must submit, at the time of bid submission, a letter from the platform's OEM or software vendor confirming that certification is current. Bidders must also attend the compulsory briefing session, which is scheduled for 5 November 2026 and held virtually via Microsoft Teams, and provide a valid Safe to Occupy certificate upon submission of the bid. Compliant bids must include the completed standard bidding documents: SBD 1 (Invitation to Bid), SBD 3.1 (Pricing Schedule, with firm prices only, reflecting the total bid price, the persons involved and their rates, project phases with cost and man-days, commencement period, and estimated man-days), SBD 4 (Declaration of Interest), and SBD 6.1 (Preference Claim Form). The Terms of Reference and General Conditions of Contract must be initialled on every page and signed on the last page. Tax compliance requirements apply, including a valid SARS Tax Compliance Status PIN or a CSD number, and separate documentation is required for each party in any consortium, joint venture or subcontracting arrangement.

The tender uses the 80/20 preference point system, with 80 points allocated to price and 20 points to specific goals, namely black ownership, women ownership, enterprise size (EME) and people with disabilities. Bids must be submitted in sealed envelopes marked with reference PSiRA/2026/27/RFB/08 and deposited in the PSiRA Head Office tender box before the closing date of 26 November 2026 at 11:00. Offers must remain valid for 120 days from the closing date. Bids that are incomplete, late, or submitted on altered forms may be disqualified.
