Overview

Summary

Seeking a qualified service provider for 36-month maintenance and repairs on forklifts and cherry pickers at SABS sites in Groenkloof, Secunda and Netfa. Bidders need COIDA registration, CIDB 3ME grading and LME certification, and are scored on experience, references and price.

Detailed Description

The South African Bureau of Standards (SABS), a statutory body under the Standards Act, is inviting quotations through RFQ 202114 for a service provider to perform maintenance and repairs on its forklifts and cherry pickers for a period of 36 months. The asset register covers three forklifts at the Groenkloof site, and one forklift and one cherry picker at Netfa. The scope of work includes four service areas: load testing and certification, preventative and corrective maintenance to keep equipment compliant with applicable safety requirements, documentation and asset management, and breakdown call-outs for unscheduled repairs. Secunda is also named in the tender title, so bidders should confirm the Secunda site requirements in the full RFQ document.

Bidders must meet mandatory requirements before technical evaluation. These are valid COIDA registration, a CIDB 3ME grading or higher, and a valid LME (Lifting Equipment Entity) certification issued by the Chief Inspector in line with DMR (19). Bids that pass the mandatory requirements are scored on technical functionality, with a minimum threshold of 70%. Criteria include company experience in maintaining forklifts and cherry pickers, the experience and qualifications of technicians and artisans (electrical, millwright or mechanical, supported by CVs), and contactable reference letters from relevant maintenance work completed within the last five years, on company letterhead. Qualifying bids are then evaluated on the 80/20 preference point system, with 80 points for price and 20 points for specific goals. Pricing is structured around fixed rates for six-monthly scheduled services, hourly rates for technicians, artisans and assistants (normal and after-hours breakdowns), a 20% mark-up on parts and consumables, a per-kilometre travelling rate, and VAT. Quotations must be all-inclusive of VAT and transport costs where applicable.

Required submission documents include the National Treasury CSD registration report, a valid BBBEE certificate or sworn affidavit, SBD 4 (Bidder's Disclosure), and SBD 6.1 (Preference Points Claim Form). A non-disclosure agreement must also be signed if the bidder is successful. The SABS will not make advance payments, and payment will be made only on delivery of agreed services. Bidders should note that the RFQ does not create a contract, that SABS may reject non-conforming submissions or discontinue the process, and that bid validity may be extended by 60 days. Note that the document's timeline section refers to a closing date of 5 September 2026, while the listing metadata shows 5 November 2026. Bidders should confirm the correct closing date and time with the procurement contact, Ntobeko Mweli (Ntobeko.Mweli@sabs.co.za), before submitting. Late submissions will not be accepted. For a business, this contract offers a long-term, recurring service agreement across multiple SABS sites, with a clear compliance focus on lifting equipment safety.

Suitable Businesses

This tender suits established lifting equipment service companies and mechanical or millwright contractors that hold LME certification, CIDB 3ME grading or higher, and valid COIDA registration. Bidders should have demonstrable experience maintaining forklifts and cherry pickers, qualified technicians and artisans, and at least two recent, contactable client references from the last five years. Businesses able to respond to breakdowns quickly in Gauteng and Mpumalanga, and to provide after-hours support, are well placed to compete. Small and medium enterprises with BBBEE credentials may benefit from the specific goals scoring under the 80/20 system. This tender is less suitable for general contractors or businesses without lifting equipment certification.
