Cleaning Materials and Chemicals Supply NEW

The City of Johannesburg, through its Group Strategic Supply Chain Management department, has issued a Request for Quotation (RFQ COJ0013-26/27) to appoint a suitable service provider to supply, deliver and offload cleaning materials and chemicals. The requirement covers two items: 1,000 units of 5-litre pine-scented surface disinfectant gel and 500 units of 25-litre pink liquid anti-bacterial hand soap drums. Deliveries are split between the City's Main Reef Stores and Randburg Stores, with 500 surface gel units and 250 hand soap drums going to each location. The quantities are provided in good faith and do not constitute a firm commitment, as the City may increase or reduce them within the quotation threshold set by its Supply Chain Management Policy.

Successful bidders must provide all labour for offloading and delivery, and quoted prices must be all-inclusive of delivery charges and delivered to the addresses stated in the quotation. Prices must be in South African rand, exclusive of VAT, and firm, meaning they are fixed and subject only to statutory changes such as VAT and customs and excise levies. Quotations must remain valid for 30 days from the closing date, and no price increases will be considered. Orders will only be issued through an official purchase order, so no goods may be delivered before an order is received and accepted. Bidders must also comply with the Occupational Health and Safety Act, 1993, and sign the Article of Agreement provided with the RFQ. The City has indicated that the recommended bidder will be subject to a vetting process.

Quotations must be submitted in a sealed envelope marked with the RFQ number, closing time and date, and placed in the quotation box at the Sappi Building reception, 48 Ameshoff Street, Braamfontein, Johannesburg. The closing date is 29 October 2026 at 10:30, and no compulsory briefing session has been set. Bidders must complete and sign all forms, as incomplete or unsigned documents will result in disqualification. Required documents include a certified company registration document, a valid tax clearance certificate or SARS PIN, a certified B-BBEE certificate or sworn affidavit, and proof of municipal rates and taxes. Bidders must also be registered on the Central Supplier Database (CSD) and the City of Johannesburg supplier database before quoting. Evaluation uses the 80/20 preference point system, with 80 points for price and up to 20 points for specific goals: 5 points for businesses at least 51% owned by Black people, 5 points for businesses at least 51% owned by women, and 10 points for enterprises located within the City of Johannesburg Metropolitan Municipality. This RFQ offers a practical opportunity for suppliers of hygiene and janitorial products to secure a public sector contract with a clear, defined scope and delivery plan.
