Overview

Summary

Kgetlengrivier Local Municipality seeks a CIDB-registered contractor (minimum 5CE PE or 6CE) to construct a bulk water supply pipeline of about 4.6km uPVC, linking Koster WTW to Reagile Ext 8 over an 8-month period. The tender includes a 6% local labour target and a compulsory briefing on 6 November 2026. Closes 27 November 2026 at 12:00.

Detailed Description

Kgetlengrivier Local Municipality has invited suitably qualified contractors to tender for the appointment of a professional contractor to construct a bulk water supply in Reagile Extension 8, Koster. The project forms part of the municipality's efforts to expand reliable water infrastructure to the Reagile township. The works, as described in the scope of work, include establishment; installation of bulk uPVC pipes with excavations of approximately 5,000m long, 1,200mm deep and 800mm wide; supply and laying of 3,581m of 200mm diameter uPVC class 12 pipeline and 1,031m of 160mm diameter uPVC class 12 pipeline (about 4.6km in total); and end-to-end connections from the Koster Water Treatment Works to Extension 8. The works must be completed within eight months of site handover. The design is by DUX Consulting Engineers, and EKS Consulting Engineers acts as the agent and engineer for the employer. Tenderers must hold a valid CIDB registration of at least 5CE PE (potentially emerging enterprise) or 6CE, or be a joint venture whose lead partner holds a 6CE grading. Eligible tenderers must also submit an original valid Tax Clearance Certificate, CIPC company registration, certified ID copies, proof of address not older than three months, a B-BBEE certificate, three years of audited financial statements, a completed Form of Offer, a Health and Safety Plan, and the functionality schedules.

Evaluation follows the 80/20 preference point system. Functionality is scored out of 100, with a minimum of 70 points required to proceed. Functionality criteria cover the approach and methodology with work plan, the qualifications of the project manager and site agent, EPWP labour-intensive certificates, and experience on similar contracts with an organ of state or private sector, supported by appointment letters and completion certificates. Price and B-BBEE status are then scored. The contract requires a local labour content target of 6% of the tender sum (the Contract Data and Special Conditions use 6%, while some sections state 5%, so tenderers should confirm the final figure in the addenda), with penalties for shortfall. Labour-intensive methods are required for items marked LI in the Bill of Quantities. Other key conditions include a 10% demand guarantee, 10% retention, a R2,500 per day delay penalty, a 12-month defects liability period, and a 5-year latent defect period. Tenders are valid for 120 days.

The project offers a meaningful opportunity to deliver essential municipal water infrastructure and to create local employment through EPWP-compliant labour. Successful bidders will also be subject to a security clearance. A compulsory briefing session takes place on 6 November 2026 at 11:00 at Koster Town Hall, and attendance is a mandatory requirement for evaluation. Bid documents cost R1,000 (non-refundable) from the municipal cashier, or can be downloaded free from the eTender portal. Tenders must be delivered in a sealed envelope to the tender box at the municipal main entrance by 12:00 on 27 November 2026. Electronic, faxed, e-mailed or late submissions will not be accepted. Technical enquiries go to the Director Technical Services, and procurement enquiries go to the Supply Chain Management office. Interested bidders should review the tender document carefully, as parts of it contain template text from other projects, and should confirm all figures and requirements through the official addenda.

Suitable Businesses

This tender suits civil engineering and pipeline contractors registered with the CIDB at 6CE or higher, or 5CE PE for potentially emerging enterprises, and joint ventures whose lead partner holds a 6CE grading. Contractors with experience in bulk water reticulation, uPVC pipe laying, trenching and municipal water connections will be best placed to score well on functionality. Local and emerging contractors, including EMEs and QSEs, can benefit from the local labour and SMME participation requirements, and from the option of partnering in a joint venture to meet the CIDB grading. Businesses should be able to provide a qualified project manager (B-Tech or similar in Civil Engineering), a site agent (National Diploma or similar), EPWP labour-intensive training, and references for similar completed contracts. Bidders must be able to meet the administrative requirements, including the compulsory briefing attendance, a valid original Tax Clearance Certificate, and a 10% performance guarantee. Companies that cannot meet these conditions, or lack water pipeline experience, should not apply.
