Bidders must submit a company registration certificate reflecting active members (not required for sole traders or partnerships), a Central Supplier Database (CSD) summary report, a tax compliance status PIN, and a company profile. Where a joint venture, consortium or subcontractor is involved, each party must be CSD-registered and provide its own tax compliance status certificate. Supplementary forms, including the municipal rates and taxes clearance declaration, must be fully completed, or proof must be provided that municipal rates and taxes have not been in arrears for more than three months. Prices must be firm, valid for at least 30 days from the offer date, and clearly stated as VAT inclusive or exclusive. The delivery period must also be stated and will be binding if the bid is successful. Only one submission per bidder will be considered, and no bids will be accepted from persons in the service of the state. The entity is not bound to accept the lowest bid and may decline to award the tender in full.
Awards will follow the municipal Supply Chain Management Policy and the Preferential Procurement Policy Framework Act, using the 80/20 preference point system. Price accounts for 80 points. Specific goals account for 20 points, allocated as follows: at least 50% HDI ownership (5 points), at least 50% youth ownership (5 points), at least 50% women ownership (4 points), and locality (up to 6 points for Maluti-a-Phofung, 4 for Thabo Mofutsanyane, 2 for the rest of the Free State, and 0 for outside the Free State). Supply chain enquiries are directed to Mr Mosea Mahlo, and technical enquiries to Mr Tello Mphuthi. Winning this contract gives a supplier a recurring, reliable public-sector relationship supporting essential water treatment operations for the Wilge plant, a key community water service in the region.
Suppliers and distributors of water treatment chemicals, flocculants and polymers, particularly those able to deliver bulk liquid chemicals to the Free State (Phuthaditjhaba and Harrismith regions). Businesses that qualify for specific-goal points will be more competitive: HDI-owned (at least 50%), youth-owned (at least 50%), women-owned (at least 50%), or based in Maluti-a-Phofung, Thabo Mofutsanyane or the Free State. Suppliers must be CSD-registered, tax compliant, able to meet the 30-day price validity and VAT disclosure requirements, and have a municipal rates clearance. Smaller businesses, local distributors and joint ventures with a qualifying local partner may find this a good fit. Companies that cannot supply certified water treatment polymer or meet the delivery timeline should not apply.
