Supply of HTH Granular Chlorine for Water Treatment

Maluti-a-Phofung Water (SOC) Ltd, a municipal water entity in the Free State, Republic of South Africa, requires a supplier for the supply and delivery of HTH scientific granular chlorine to its Wilge Water Treatment Plant. The tender is issued as a Request for Formal Written Quotation (RFQ MAPW 026/2026/27) and covers a quantity of 150 units of 25kg each. The product must meet the stated technical specification: HTH scientific granular chlorine, CAS No. 7778-54-3, with active ingredient calcium hypochlorite (Ca(OCl)2) at 680 g/kg and 650 g/kg, and a density of 1.0 g/ml. Delivery must be made to the prescribed destination, and all delivery costs must be included in the bid price. Prices must be firm, must be valid for at least 30 days from the offer date, and must clearly state whether they are VAT inclusive or exclusive. Bidders must also state a binding delivery period in their quotation.

To be considered, bidders must submit a Company Registration Certificate reflecting active members (not required for sole traders or partnerships), proof of registration on the Central Supplier Database (CSD) with a CSD summary report, a unique SARS Personal Identification Number (PIN) and tax status, and a Tax Compliance Status (TCS) certificate. Bidders must also submit a company profile and complete all supplementary forms, including the municipal rates and taxes clearance declaration, or provide proof that municipal rates and taxes have not been in arrears for more than three months. In joint ventures, consortia, or subcontracting arrangements, each party must provide its own CSD number and TCS certificate. Sealed bids must clearly indicate the project description and tender reference, and must reach the Phuthaditjhaba office by the closing time. Electronic, telegraphic, telefax, and late submissions are not accepted, and only one submission per bidder will be considered.

Evaluation follows the Preferential Procurement Policy Framework Act and the 2022 Preferential Procurement Regulations, using an 80/20 system: 80 points for price and 20 points for specific goals. Specific goal points are awarded for at least 50% HDI ownership (5 points), at least 50% youth ownership (5 points), at least 50% women ownership (4 points), and locality (up to 6 points for Maluti-a-Phofung, 4 points for Thabo Mofutsanyana, 2 points for the rest of the Free State, and 0 points for suppliers outside the Free State). The municipality is not bound to accept the lowest bid and may award all, part, or none of the tender.
