Supply and delivery of 150 x 25kg units of HTH scientific granular chlorine (calcium hypochlorite) for the Dr Limpho Water Treatment Plant in the Free State. Bidders must be CSD-registered, tax compliant and submit firm prices. Closes 28 October 2026 at 10:00.
Maluti-a-Phofung Water (SOC) Ltd, a Free State municipal water entity, is procuring the supply and delivery of 150 units of HTH scientific granular chlorine for the Dr Limpho Water Treatment Plant under Request for Quotation MAPW RFQ 024/2026/27. HTH granular chlorine (calcium hypochlorite) is a disinfectant used to treat potable water. The specification calls for 25kg packs, a CAS number of 7778-54-3, and an available chlorine content of roughly 650-680g/kg. The product must meet this specification, and bidders must state whether they comply and any deviations. The document refers to both 'granular chlorine' and 'chlorine gas' in places, so bidders should confirm the product with the technical contact before pricing. The companion RFQs in this series cover chlorine gas and flocculants for other plants, but this tender covers only the HTH granular product for Dr Limpho.
To be considered, bidders must submit a valid Company Registration Certificate listing active members (not required for sole traders or partnerships), a CSD summary report, a SARS PIN and Tax Compliance Status, a company profile, and completed supplementary forms, including proof that municipal rates and taxes are not more than three months in arrears. In a joint venture, consortium or subcontracting arrangement, each party must register on the CSD and submit its own tax compliance documents. Bids must be sealed and clearly marked with the project description and reference, and must be delivered in person or by post. Electronic, telegraphic, telefax and late submissions are not accepted, and only one submission per bidder will be considered. Prices must be firm, valid for at least 30 days from the offer date, and clearly stated as VAT inclusive or exclusive. Delivery must be inclusive of all costs to the prescribed destination, and a binding delivery period must be stated. Persons in the service of the state may not bid.
Evaluation uses the 80/20 preference point system: 80 points for price and 20 points for specific goals. The specific goals are at least 50% HDI ownership (5 points), at least 50% youth ownership (5 points), at least 50% women ownership (4 points), and locality (up to 6 points for Maluti-a-Phofung, 4 for Thabo Mofutsanyana, 2 for the rest of the Free State, and 0 for outside the province). Preference points must be supported by documentary proof. The municipality is not bound to accept the lowest bid and may award all, some or none of the requirement. Bidders should note that the bid documents are available from the Maluti-a-Phofung Water offices for a non-refundable R150 fee or free of charge from the National Treasury e-Tender Portal. No compulsory briefing session applies. Successful bidders will sign a contract form for the purchase of goods, and the municipality pays within 30 days of receiving a valid invoice and delivery note. This is a once-off supply with no contract period stated.
Chemical suppliers and distributors of water treatment products, particularly calcium hypochlorite and other disinfectants, with the capacity to deliver 150 x 25kg units to the Dr Limpho plant. Businesses that are CSD-registered, tax compliant and able to provide a valid company registration certificate and firm pricing should apply. Suppliers that qualify for the specific goals will score additional points, namely HDI-owned, youth-owned or women-owned businesses, and businesses based in Maluti-a-Phofung, Thabo Mofutsanyana or the Free State. Bidders must be able to submit sealed physical bids by the closing date, as electronic submissions are not accepted. Businesses that do not handle hazardous chemical supply or cannot meet the delivery requirements should not apply.
