Overview

Summary

The Border Management Authority seeks a service provider to conduct a resource needs analysis and design a service delivery model for Port Health Services at South Africa's ports of entry. The scope covers infrastructure, human resources, laboratories, ICT, governance, and epidemiological risk, with a phased implementation roadmap. Bids close 9 November 2026 and require SBD forms, a valid tax compliance PIN or CSD number, and proof of B-BBEE status.

Detailed Description

The Border Management Authority (BMA) has issued a Request for Quotation (Bid H004L2710RFQ00216) for the appointment of a service provider to conduct a resource needs analysis and develop a service delivery model for Port Health Services at the Ports of Entry. The assignment aims to strengthen public health capacity at South Africa's border posts in line with the International Health Regulations (IHR), national health standards, and the BMA's mandate. The successful provider will be expected to deliver a detailed, evidence-based assessment and a practical operating model that the BMA can use to plan, resource, and govern Port Health services.

The scope of work includes a comprehensive needs assessment covering infrastructure, human resources, laboratory networks, ICT systems, governance structures, operational resources, and epidemiological risks. The service provider must map the roles of key stakeholders working with the BMA, including the National Department of Health, SARS, Customs, and Port Authorities, and define how Port Health functions should be coordinated with each. A core deliverable is a service delivery model that defines the core functions of Port Health services, along with recommendations on governance and sustainability, including financing strategies, cost-recovery options, human resource frameworks, training, surge capacity protocols, and change management. The provider must also develop a monitoring, evaluation, and quality assurance framework with key performance indicators, real-time dashboards, audit processes, and continuous improvement pathways. Additional deliverables include a phased implementation roadmap with pilot plans, resource allocation guidance, risk prioritisation, and alignment with national reporting cycles, as well as the identification of gaps and the categorisation of ports of entry by public health risk exposure and capacity needs.

Bidders should note the administrative and compliance requirements. Responsive bids must include the completed SBD 1, SBD 3 pricing schedule (firm prices, valid for 120 days, VAT inclusive), SBD 4 bidder disclosure, SBD 6.1 preference points claim, a valid B-BBEE certificate or sworn affidavit, a valid SARS tax compliance PIN or CSD registration number, and a resolution authorising the signatory. Preference is evaluated on an 80/20 basis (80 points for price, 20 for specific goals). The provider must hold Professional Indemnity insurance of at least R160 million upon appointment, sign a Non-Disclosure Agreement and confidentiality agreement, comply with POPIA, and use only South African citizens or vetted staff with valid work permits. Travel and accommodation costs are for the service provider's account, and disbursements may not exceed 10% of the total fee. Payment is made within 30 days of an approved invoice against agreed deliverables. Oversight is provided by a Steering Committee that includes BMA managers, the National Department of Health, and the World Health Organization.

Suitable Businesses

Management consultancies and public health advisory firms with experience in health systems assessment, operational modelling, or border health; engineering and technical analysis firms with infrastructure and laboratory assessment capability; and epidemiology or public health research organisations. Joint ventures and consortia combining health, governance, ICT, and infrastructure expertise are well suited. Bidders must be CSD-registered, tax compliant, hold or be able to obtain R160 million professional indemnity cover, and be able to provide B-BBEE documentation. Companies with prior experience in government or WHO/IHR-related projects will be strongly positioned.
