Eskom seeks a contractor to design, supply, install, test and commission Coriolis mass flow meters and level instruments for fuel oil systems at Hendrina Power Station, with a 24-month service period. Bidders must hold ECSA-registered engineers, a Master Installation Electrician for hazardous locations, and relevant fuel oil monitoring experience.
Eskom Holdings SOC Ltd, through Hendrina Power Station, has issued an open tender (reference E3748GXMPHEN) for the design and replacement of obsolete fuel oil flow meters over a 24-month period. The works form part of the Fuel Oil Management System (FOMS) and cover fuel oil flow meters on Units 2, 4, 5, 6, 7 and 10, the North and South bulk fuel oil pumphouses, and the outside-plant offloading bays. In total, 11 Coriolis mass flow meters are to be supplied and installed, alongside 12 replacement tank level instruments on the North and South bulk and service tanks. The scope also includes a new HMI-based monitoring panel for local operations, integration of flow and level signals (4–20 mA) into the unit DCS, and updated alarm, trending and historian functions.
The appointed contractor will be responsible for detailed design to Eskom requirements, removal and handover of the old equipment (including hazardous waste handling), supply of all materials, cabling and terminal blocks, testing and commissioning, operator and maintenance training, and delivery of as-built drawings, manuals, calibration certificates and a maintenance strategy. Installations must meet Ex-rated requirements for Zone 2 (IIA), IP65/IP67 ingress protection, and Eskom standards for earthing, cable marking and OHS compliance. Work is to be carried out during planned maintenance opportunities, with bypass lines used during offloading.
Eligibility is subject to strict technical criteria. Bidders must provide proof of registration as an electrical contractor for hazardous locations, a Master Installation Electrician to issue Certificates of Compliance, and ECSA-registered electrical and mechanical engineers or technologists employed by the company. Technical scoring (minimum 70% threshold) covers company references, supervisor and technician experience, trade-tested artisans (electrical, mechanical, C&I and welders), and a method statement with execution plan. Mandatory returnables include a CSD registration, COIDA letter of good standing, OHS and environmental documentation, ISO 9001 quality evidence, and a detailed OHS cost breakdown. The tender is evaluated on an 80/20 price and specific-goals basis, with an 1.5% SDL&I retention and reporting obligations. A compulsory clarification and site visit takes place at Hendrina Power Station on 6 November 2026, and submissions close on 19 November 2026 at 10:00 via the Eskom e-Tendering portal.
