Transnet Engineering Durban seeks a service provider to supply, repair, test and commission a dipping tank system on a month-to-month basis for four months. Scope includes tank modification, hot-dip galvanising, control system restoration and stainless steel piping.
Transnet SOC Ltd, through Transnet Engineering Durban, has issued Request for Quotation TE/2026/09/4084/12297/RFQ for the appointment of a service provider to supply, deliver, repair, test and commission a dipping tank system at its Umbilo Industrial facility at 150 Eel Road, Bayhead Umbilo, Durban. The appointment is structured on a month-to-month basis for a period of four months. A compulsory briefing was scheduled for 29 October 2026, and submissions close on 19 November 2026 at 16:00. Tender validity is 12 weeks from the closing date.
The scope of work covers five main packages. The first is tank modification: reducing the existing tank capacity to approximately 75% by making two U-shaped cuts through the 8 mm steel tank plate, reinstalling the removed end plate, and welding, leak testing and 100% non-destructive testing (NDT) of critical welds. The second is hot-dip galvanising of the external tank surfaces to SANS ISO 1461, including removal and reinstatement of insulation and cladding, with internal wetted surfaces excluded. The third is control system restoration, which includes replacing flood-damaged electrical components and supplying a new DSH6-400 SCR power controller, along with circuit breakers, heating elements, motor control, temperature and level sensors, pressure instruments, control relays, indicators and panel accessories, all based on the supplied electrical schematics. The fourth is mechanical piping, including a centrifugal circulation pump, sump pump, 316L stainless steel DN65 and DN50 piping, ASME B16.5 flanges, valves and gaskets. The fifth covers structural repairs to a steel walkway around the pit (approximately 26.3 m² of galvanised grating, 22 L-support brackets, eight support angles and six straight brackets), plus supply and installation of an industrial extraction fan rated for heated alkaline vapours.
The contractor must also carry out mechanical, electrical and instrumentation verification, functional testing of the complete system, and training for at least four Transnet Engineering employees. Documentation includes operation and maintenance manuals, updated electrical schematics, certificates of compliance, calibration certificates, approved welding procedure specifications and NDT reports. A 12-month warranty against latent defects applies. Work must comply with the Occupational Health and Safety Act, ASME B31.3, ASME Section IX, ISO 3834 and SANS 10142-1. Equipment must withstand heavy saline, humid, outdoor and workshop conditions.
Evaluation is scored at 85 points for technical functionality (minimum threshold 85), 80 points for price and 20 points for specific goals under the preferential procurement framework. Technical scoring covers key personnel (a coded welder, a Red Seal installation electrician and a qualified mechanical fitter, each with at least 36 months of relevant experience), project lead time (shorter timelines score higher, with 1 to 66 working days scoring the maximum), a detailed methodology across all work packages, and at least three reference letters or a reference list for comparable dipping tank supply, repair and commissioning projects. Health and safety questionnaires, a CIDB grading designation, a Central Supplier Database registration, and three years of audited financial statements are also required. Bidders are advised to submit at least one day before the closing date to avoid upload issues.
This tender is suited to CIDB-registered industrial and mechanical engineering contractors with experience in tank fabrication or modification, hot-dip galvanising service providers, industrial electrical and instrumentation contractors, and multi-disciplinary maintenance firms in the Durban region. Bidders should have coded welders, Red Seal electricians and qualified mechanical fitters available, experience in stainless steel process piping and SCR heating control systems, and at least three comparable references. Qualifying EMEs, QSEs and businesses owned by black women, black youth or persons with disabilities may benefit from specific goals points. Smaller firms may be suitable as subcontractors for galvanising, grating and walkway fabrication, or extraction fan installation.
