Eskom Holdings SOC Ltd, through its Research, Testing and Development (RT&D) division, invites tenders for the design, supply, delivery, installation and commissioning of a hybrid wind and solar PV microgrid research facility at its Rosherville site in Johannesburg. The project is procured under an NEC3 Engineering and Construction Contract (ECC3, Option A, priced contract with activity schedule) and covers a three-year period including technical support. The facility is intended to research and demonstrate microgrid operation, drawing on Eskom's existing microgrid concept for rural and constrained-network electrification scenarios.
The required system comprises a 30kWac single-axis tracking ground-mounted solar PV array, a 60kWh usable battery energy storage system (BESS), a 30kW wind turbine generator (which may be configured as two 15kW units), a 30kW power conversion system (PCS) with volt-var and frequency control, and a 30kW programmable load with a power factor range of 0.8 lead/lag. The system must operate in both grid-connected and islanded modes and support manual control, voltage and frequency control, active power curtailment, load management, economic dispatch, short-term forecasting, and advanced metering. Supporting infrastructure includes network switches and routers meeting IEC 61850-3 and IEEE 1613 standards, protection circuit breakers, a monitoring and control system with remote access, an air-conditioned and fire-suppressed 20ft control room container, and a separate weather-protected enclosure for batteries and power electronics. Scope also includes geotechnical, wind resource, environmental and noise assessments, detailed design, design reviews, operations and maintenance manuals, acceptance testing, practical and theoretical training for up to 30 Eskom staff, and certificates of attendance.
Key milestones are detailed design completion by July 2026, procurement by January 2027, construction by May 2027, and commissioning by June 2027. Bidders must meet mandatory requirements including CSD registration, COIDA good standing, a quality management system certified to ISO 9001, an OHS plan, environmental policy and management plan, and audited annual financial statements. Functionality is scored at 100% with an 80% threshold, and price and B-BBEE specific goals are evaluated on the 80/20 preference point system. Local content thresholds and CPA rules apply, and the Eskom Supplier Integrity Pact must be observed. A non-compulsory clarification meeting is scheduled for 11 November 2026 at Eskom RT&D, Lower Germiston Road.
Renewable energy EPC contractors, electrical engineering firms, and microgrid or energy storage specialists with experience in solar PV, wind, BESS and power electronics integration. Bidders should hold ISO 9001 certification, CIDB grading of Grade 6 EP/EB/ME or higher (or joint venture equivalent), SACPCMP-registered safety professionals, and B-BBEE credentials. Joint ventures and subcontracting arrangements with specialist wind, controls or civil firms are also suitable.
