Overview

Summary

Transnet Pipelines seeks a contractor for civil and structural maintenance across multiple operational depots in the Central Region on an as-and-when basis over five years. Requirements include CIDB grading of GB/CE or higher, registered key personnel (Pr.CM, CHSO, and PIRB-registered plumber), and extensive experience in earthworks, building maintenance and concrete projects.

Detailed Description

Transnet Pipelines, a division of Transnet SOC Ltd, invites suitably qualified contractors to tender for the provision of civil and structural maintenance services across multiple operational depots in the Central Region. The contract is awarded under the NEC3 Term Service Contract (Option E, cost reimbursable) on an as-and-when basis for a period of five years, with work instructed through individual Task Orders. Services cover the ad hoc maintenance of buildings, carports, fencing and gates, cable ducts and manholes, oily water systems, sewer and potable water systems, pavements, tank farms and manifold areas, spill basins and separators, and structural elements such as plinths, supports, stairs and railings. Typical tasks include concrete spalling and crack repairs, waterproofing of roofs and basements, sealant replacement, painting and corrosion protection, brick and plaster work, pavement and pothole repairs, drainage repairs, and trenching and backfilling. The contractor is required to supply all labour, supervision, materials, plant, equipment, PPE, transport and testing.

Eligibility requires a Stage One attendance at the compulsory tender clarification meeting, held at Hillcrest Pump, 43 Shongweni Road, and a Stage Two CIDB contractor grading of GB/CE or higher. Key personnel must be registered with SACPCMP as a Professional Construction Manager (Pr.CM or Pr.CPM) and as a Construction Health and Safety Officer (CHSO), and the plumber must be registered with the PIRB as a Cold-Water Technical Operator Practitioner. Joint ventures are permitted, provided each member is CIDB-registered and a signed JV agreement is supplied. Returnable documents include a valid tax clearance certificate, a B-BBEE certificate or sworn affidavit, CSD registration, the compulsory enterprise questionnaire, and an integrity pact declaration.

Tender evaluation uses a 80/20 or 90/10 preference point system after functionality. A minimum of 60 functionality points is required, with scoring across key experience of the Construction Manager, Construction Health and Safety Officer and Plumber (20/20/10 points), project organogram and key resources (50 points), previous relevant experience in earthworks, building maintenance and concrete projects valued at a minimum of R2 million each (25 points, with inflation adjustment of 5% per annum for older projects), and a method statement covering six specified repair tasks in petroleum manifold areas, high-voltage yards, potable water pipes and roofs (25 points). Work sites are National Key Points requiring security screening, and the contractor must comply with Transnet permit-to-work, safety file and induction requirements, the Construction Regulations 2014 and environmental management obligations. The performance bond is set at 10 percent, and the closing date is 20 November 2026 at 16:00 via the Transnet e-Tender Submission Portal, with a 12-week validity period.

Suitable Businesses

Registered CIDB contractors holding a GB/CE grading or higher with proven experience in building maintenance, concrete repair, waterproofing and civil works, particularly in industrial or hazardous environments such as fuel facilities. Businesses must be able to employ or contract a SACPCMP-registered Construction Manager and CHSO, and a PIRB-registered plumber, and should have experience with earthworks projects valued at R2 million or more. Small and medium enterprises may partner through joint ventures with CIDB-registered members. Contractors without experience in NEC3 contracts, permit-to-work systems or National Key Point site access should consider the compliance burden before tendering.
