Overview

Summary

Transnet Pipelines seeks a contractor for civil and structural maintenance across depots in the North Region (Free State, Gauteng, North West) on an as-and-when basis over five years. Requirements include CIDB grading of 3GB/3CE or higher, PIRB, SACPCMP-registered key personnel, and a functionality threshold of 60 points.

Detailed Description

Transnet Pipelines (a division of Transnet SOC Ltd) is inviting qualified contractors to provide civil and structural maintenance services at its operational depots and pipeline facilities in the North Region, covering sites such as Sasolburg, Coalbrook, Meyerton, Langlaagte, Tarlton, Rustenburg, Wilge, Klerksdorp, Kroonstad and Magdala in the Free State, Gauteng and North West. The contract runs for five years on an as-and-when basis under the NEC3 Term Service Contract (Option E, cost reimbursable) and is delivered through formally instructed Task Orders. The contractor must supply labour, supervision, materials, plant, equipment, PPE, transport and testing services for a broad range of maintenance work, including buildings and carports, fencing and gates, cable ducts and manholes, oily water and potable water systems, pavements, tank farms and manifold bund areas, spill basins, structural plinths and steel supports, and roofing and waterproofing.

Eligibility is strictly regulated. Bidders must attend a compulsory clarification meeting and site walk (with a certificate of attendance), be registered with the CIDB at a contractor grading of 3GB/3CE or higher (joint ventures are permitted subject to CIDB and joint venture agreement requirements), and hold a valid tax clearance certificate, CSD registration, a B-BBEE certificate or sworn affidavit, and three years of audited financial statements. Key personnel must be registered as follows: a Professional Construction Manager (Pr.CM/Pr.CPM) and a Construction Health and Safety Officer with SACPCMP, and a Cold-Water Technical Operator Practitioner for plumbing with PIRB. Functionality is scored out of 100 with a minimum qualifying score of 60 points, assessing key personnel experience, previous experience in earthworks, building maintenance and concrete projects (valued at R2 million or more each), and a detailed method statement covering methodology, quality control, environmental management, risk management and health and safety. Preference points apply under the 80/20 or 90/10 system, and a performance guarantee of 10% of the contract value is required.

For successful contractors, the opportunity offers a long-term, recurring revenue stream from a major state-owned logistics enterprise, with a five-year service period and task-order-based work flow. Transnet has flagged an existing maintenance backlog, meaning early high volumes of task orders are expected, which favours contractors able to mobilise rapidly. Strict Transnet health, safety and environmental requirements apply, including Contractor Compliance File approval, safety inductions, permit-to-work procedures and National Key Point access screening, so bidders should be prepared for rigorous compliance obligations. Contractors should review the full tender pack, including Part C3 Service Information and the Integrity Pact, before submission, and note the closing date of 24 November 2026 at 16:00 via the Transnet e-Tender Submission Portal.

Suitable Businesses

CIDB-registered civil and building contractors holding a minimum 3GB/3CE grading (or joint ventures meeting the CIDB requirements) with experience in building maintenance, concrete repair, earthworks and industrial or petrochemical facility works. Applicants should have access to SACPCMP-registered construction managers and health and safety officers, a PIRB-registered plumber, and the capacity to mobilise quickly, provide plant and equipment, and meet strict safety and environmental compliance standards. Small and medium contractors with B-BBEE recognition may benefit from preference points, but should consider joint ventures with larger firms if they lack the required grading or previous project value. Not suitable for businesses without the required CIDB grading, key personnel registrations or financial capacity to provide a 10% performance guarantee.
